2. Recommendation to transfer funds from Falcon Heights Friends of the
Parks Fund to the recreation scholarship fund.
Maertz stated that there was $200 budget for scholarships for families who
cannot afford to pay for recreation programs. This year 42 families requested and
qualified for scholarships. The total amount of scholarship funding was $905,
donations to the scholarship fund totaled $68, this left a deficit of $637. Maertz
recommended that the Friends of the Parks Fund donate $637 to the recreation
scholarship fund in order to pay for these scholarships. This donation falls within
the stated purpose of the FOTPF. Dolan asked what procedure was used to
qualify people for scholarships and Maertz replied that there was a form people
had to fill out to explain why they needed help paying. Commissioners voted
unanimously to make a recommendation to the City Council to donate $637 to
the scholarship fund from the FOTHPF.
3. Survey questions regarding Community park use and potential
purchase.
Maertz gave some background on the lease for Community Park. The park is
leased from the University of Minnesota for a dollar a year and the lease expires
in 2008. Maertz stated that the City Council wanted to study who uses
Community Park and if there is any support for purchasing the land from the
• University in order to ensure that it remains a City Park. Long suggested that the
City Newsletter run a story on Community Park because it was likely that most
residents do not know that the City doesn't own the land. Daykin suggested that
• information on the lease could be provided at the Ice Cream Social. Daykin
stated that the Falcon Woods neighborhood would be very supportive of keeping
Community Park a city park.
4. Directors Report
Maertz gave a summary of the trolley path meeting held at City Hall on June 12.
The meeting was generally positive, and there appears to be support for going
forward with some sort of improvements. Maertz informed the Commission
members that the DNR has awarded a matching grant of $54,000 for the trolley
path project. In order to contract with the DNR for the Grant Falcon Heights will
need the University of Minnesota to sign a memorandum of concurrence. The
University has signaled their willingness to do this if all 18 homeowners adjacent
to the trail will agree to the project. Maertz said that if the 18 homeowners agree
and the U signs then the next step would be to form a task force of neighbors
and Park Commissioners to establish some design criteria.

EXPLINATION/DESCRIPTION
The "Big Toy" at Community Park is scheduled for replacement in 2003.
Reasons for replacing "Big Toy"
• Parts made from treated lumber which contain toxic chemicals
• Tires hold water which can become breeding ground for mosquitoes
• Slide is damaged
• Repairs to splintered lumber create liability
• Not ADA compliant
This small play structure is geared towards children ages 2-5. Community
• Park currently lacks play equipment geared towards creative play. Staff
recommends a replacement structure which stimulates the imagination in
this young age group (examples included).
ACTIONS REQUESTED:
• Recomendation that staff solicit price quotes for play structures that
encourage creative play.
• Decide whether to pursue a contribution from the Lauderdale/ Falcon
Heights Lions Club.
