Call to Order: The meeting was called to order by Chair Long at 7:01 PM.
Commissioners Dolan, Evans, Long, Council Liaison Kuettel, Staff Liaison

prior notice.

Approval of Minutes for August 11, 2003: Evans moved, Dolan
seconded the motion to approve the agenda as presented. The motion was
unanimously approved.
Election of Recording Secretary: This was tabled till next meeting when
• everyone is present.
Reuort on Ice Cream Social: Attendance was equal to past years, but with
the rain some people left early. The dunk tank kept a good crowd it took in
$300.00 the credit union had $500.00 and the friends of the park broke even
(they raised prices this year). Diane Meger and Bill Maertz were able to
save $10,000.00 by holding coaches salaries and getting volunteers to do
more. Scholarship applications were up but had to be held to those that
could not participate with out them.
Curtiss Field developments: Park plans are going for council approval in
early October and out for bid in late October. The city might loose the
hockey rink area for construction material storage, if this happens we would
need to fmd another place to have a hockey rink. Staff was asked to look
into other places for the hockey rink and what the costs would be for rink
lights a warming house and attendant.
Alternatives
North East area by falcon heights school
1. Rink -pleasure at Grove Park.
• 2. Hockey rink at school no lights or warming house
• 3. Warming house (construction trailer) $175.00 electric $250.00 for
install and removal.
4. Curtiss boards at school -still have pleasure ice at Curtiss field.
5. Satellite (rest room) at school $150.00 for 3months.
The sidewalks around the Curtiss building will get repairs, the concrete is
cracked and broken. During the summer staff had put out a set of
improvement plans for residents to review and respond to they only received
one phone call.
The play feature at Community Park was discussed, and the most liked was
the schooner play feature.
The cost for the feature and installation is $17,000.00 the budget for this
project is $15,000.00 so the commission is asking the Lions for a donation to
fill the budget gap, they asked for a presentation to show what the project is
about.
Commissioner Long will try to give it on September 22nd
Trolley Path Update: Staff Liaison Maertz and Commissioner Long went
• to a neighborhood meeting to meet and go over the proposed improvements
with the residents. Most of the residents are ok with the improvements and
would like the city to remove the buckthorn and clean the area up but still
leave it looking natural.
The city has received 15 of the 18 letters it had sent out about the trail, 2
residents can't be contacted and 1 is apposed to a full reconstruction.
There are six rare but not extinct endangered species of plants. The
Historical Society was contacted but was not interested in the area.
Staff was able to get an extension from the U of M to try for all 18
signatures from the residents, if this fails staff will go back to council for
future direction.
Evans moved, and Dolan seconded the motion to adjourn the meeting. The
motion was unanimously approved and the meeting was adjourned at 7:50
PM.
Minutes respectfully submitted by.
