June 14, 2004

4. Director's Report
a. New staffing model for Parks and Public Works Position:
Maertz announced his acceptance of the Director of Parks & Recreation
position for the City of Elk River. His last day will be June 30, 2004.
The City is searching for a Public Works Director. Ann Davy will
increase hours to 33% time and will work with the Park Commission.
The City also plans to hire a second front office person in the next few
months. Long inquired about the Park Commission taking on more of a
leadership role. Maertz agreed and suggested the projects to focus on
were the development of the trolley path, building a recreation center
with Falcon Heights Elementary, and maintaining our presence in
Community Park. Evans asked about adding another Park Commission
member as was suggested at a previous meeting. Maertz replied that
Heather Worthington was planning to send a letter to search for a new
member.
b. Hockey lights at Curtiss Field:
The neighbors around the park have had issues with the Quartz lights
and have asked about purchasing new lights. Evans inquired about the
• use of wood poles for new lights, but Maertz received bids for steel
poles from Muska Electric Co. The bid came in at $8,824.00, which
includes removal of the old lights and poles and installation of 3
concrete bases and 3 poles. They will provide and install a 3-way bull
horn on each pole and 3 -175 watt framed flood lights. There will be an
added cost to move wires. The cost of the new lights would come out
of the Park Capitol Budget. The project will be presented at the next
City Council meeting. Long supports the idea of spending more money
on higher quality lighting. Motion passed to recommend improving the
hockey lights.
c. Curtiss Field update:
Ducks were captured and moved from the construction site. The pond
will have to be moved slightly to the east and the gazebo slightly south
east (approx. 5 ft.) due to a Qwest fiber optics cable that is in the way.
Dolan inquired about how the fibers were located. The edge of a cable
was hit while digging but no damage was done. Qwest never had
responded to coming to the site to check for cables before the
construction began. Final seeding and planting has been pushed back
to after August 15t". Some graffiti was found on the Curtiss Field
bulding which will be painted over. Greg Robinson is the project
manager for the Curtiss Field project and will take over the remaining
tasks.
d. Recreation Program update:
• Recreation programs begin in one week. Volunteer and staff training
will take place this week. Staff training consists of a park tour,
explanation of city employee guidelines, lunch, and program
preparation time. The registration numbers at Commonwealth Terrace
are low, but many of the kids are switching to programs at other sites.
The number of kids registered for all programs is approximately 300.
Long, on behalf of the entire Park Commission, thanked Maertz for all of his hard
work and wished him luck in Elk River.
