City of Falcon Heights, Park and Recreation Commission Meeting
August 8, 2005

Present: Laura Kuettel ,James Evans, Chuck Long, Greg Hoag, Annie Green, Gene
Ozasky, Kimberly Kuhens
Absent: Patrick Dolan, Lisa Anderson
1. Meeting called to order 7:00 PM
2. Approval of agenda made by Evans seconded by Green.
• 3. Approval of minutes July 11, 2005 made by Evans seconded by Ozasky. Long
stated that the minutes reflected that he made two motions, as chair he cannot
make the motions. (Minutes have been corrected) Evans asked about the
Tobacco money grant. Hoag stated that he had no new information to report.
Members of the Commission are encouraged to continue to think of ideas for
this program.
4. Staff Report:
Hoag gave an Ice Cream Social report provided by Anderson. It was
noted that the entertainment cancelled the day before the event. It was
estimated that about 300 people attended.
Hoag also reported for Anderson that the summer programs were
wrapping up. We received a lot of feedback from the evaluations that
were passed out.
Hoag opened a discussion regarding the Community Playroom. It was
noted that attendance last year was poor, and we had some problems
retaining reliable staff. Green stated that she was a user of the
Playroom and preferred not to see it eliminated. Kuettel also stated that
when the Playroom first opened she used it quite often. Both Kuettel
. and Green noted that the playroom served an age group not normally
served by recreation programs, birth to two years. General discussion
was had about the demographics of Falcon Heights today. At this time it
is the Commissions recommendation to not close the playroom, but to
reduce it to one day per week.
Hoag opened a discussion about the possibili of closin one rink

location to have better control of our winter resources. It is Staffs
recommendation to close the rink at Grove Park. A general discussion
was had with regard to locations of nearby rinks, and if they had a
warming house facility to support them. It was noted that Falcon
Heights has many busy roads which make it difficult for children to walk
to rinks not directly in their neighborhood. After much discussion a
motion was made by Evans seconded by Green to eliminate only the
hockey rink at Grove Park and to study use and costs associated with
operating our rinks during the 2005 - 2006 season. The motion passed
4 - 1 Ozasky voting no.
5. Park Tour: The Commission walked through the park and discussed upcoming
Capital Budget items for the park. The Commission recommended further
study about the need to finish the trail loop at this time. It was the feeling of the
Commission that the money could be better spent at this time.
6. A motion to adjourn the meeting was made by Evans and seconded by
Ozasky. Meeting ended at 8:34 pm
