We will be meeting at City Hall at our regular time 6:3Qpm Please review the updated Park Comimssion Roles and Duties sheet enclosed and bring any further changes or updaxes to the meeting. We are recommendutg at this time we hold. off the discussion on the Friends of the Park Fund until the April meeting. As we move further along into February we are focusing on gettingthe Summer Activity Brochure out to homes as soon as possible. Due to this we are recommending-the Commission not meet is Match to give. ns more: time to compile more; information on the Friends of the Park Fund .and continue to start working on the Comprehensive Plan. Approval of agenda Motion made by Ozasky, seconded by Dolan. Anderson asked that the process for the Comprehensive Plan update be added to the agenda after the discussion of the 2006 goals and meeting agendas. 3. Selection of 2006 Chair Long reported that with the beginning of a new year, a new chair for the Parks and Recreation Commission needs to be nominated and appointed. Long then gave an overview of the responsibilities of the Chair, including running monthly meetings, reviews what has been done and what may need to be done in the future, attend appropriate meetings and workshops with City Council, and finally take a turn in the Dunk Tank during the summer Ice Cream Social. Ozasky made the first nomination for Long to continue as chair and Dolan seconded the nomination. Green added her appreciation for how meetings have been done and for new members it has been a (earning experience. At this time Green agrees that Long would help them con~nue grasping how it all works. 4. Addition of a Recording Secretary • Anderson reported for Hoag the option of appointing a Commission member to act as the Recording Secretary during meetings. Commission members felt discussion so at this time would like Anderson to continue taking notes and creating the minutes. 5. Approval of minutes December 12, 2005 Meeting Motion made by Dolan and seconded by Evans. Evans inquired about the Open Gym numbers. Kuhens reported that in the past couple of weeks there has been few to none participants. 6. Staff Report: Winter Program Update: Anderson reported that another session of Create with Clay has started. Both classes will be going this session. Yoga classes will begin soon. Three of the four classes will be taking place. They will be held here at City Hall in the Council Chambers. Anderson also gave an update on the Dead of Winter Event. Letters to local businesses were sent out in regards to sponsoring our city events such as the Dead of Winter. So far $600 has been donated. Local sponsors at this time include, Warners SteNians, Source Comics, Dinos, .k~hn A Knutson & Co. PPLP, James Kerkik D.D. S, and Edward Jones. Activities at the Dead of Winter will be similar to previous years, games, crafts, hay rides, a bonfire, hockey shoot and a treasure hunt. Anderson also noted the need for volunteers. An email was sent out to recruit volunteers from city staff, council • members, and commission members. If anyone is interested they are to contact Anderson. Coming up, Anderson reported she will continue working on the Summer Activity Brochure set to go out to homes by the end of February. Rinks: Anderson reported that due to the warm weather we have had to close some of them. This is decided day to day based on temperatures and ice conditions. The Park and Recreation Weather line is being updated daily for rink closures. Green asked if there had been any concerns regarding the lack of boards at Grove Park. Anderson reported she was not aware of any. Ozasky reported he hasn't heard any discretion about the lack of boards there. 7. Commission Roles Anderson distributed a rough draft of the Park Commission Roles and Duties and gave a brief overview of its contents and what changes were made from the original. Anderson recommended members read through and discuss any additions or changes needing to be made. On the first page changes were as follows: Under "Purpose" specify the facility being stated. The word "park" would be added to specify that they are talking about park facilities as apposed to any city facility. Under the "Terms, Vacancies, and Oaths, the second paragraph • regarding appointing successors be taken out. ^ Under the "Meetings, Records, and Reports. Delete the phrase "shall adopt rules for the transaction of business". And add at the • end of the paragraph "As requested by the Council". Harris then asked that a Header or Footer be added to the pages to date when this document was updated. The following are changes made to the second page: ^ Under Commission's Duties- add "working with or charging a city Staff to work with neighboring cities. ^ Add an additional duty: Item E: Solicit community input as appropriate. Anderson then state the changes would be made and a new rough draft would be available to finalize at next months meeting. 8. 2006 Goats and Meeting Agendas Long asked the Commission Members if there were any additional goals to be added to the fist drafted at the previous meeting. No new goals were added to the list, Commissioners agreed present goals were good. Anderson then handed out a draft of meeting dates and their agendas. The agendas were created based on the 2006 goals. Commissioners agreed on the agendas. • 8.5 Process of Comprehensive Ptan Update Anderson and Hoag put together the current Comprehensive Plan chapters and asked the Commission for their thoughts on what type of format we would like to see the updated version in. Long; started the discussion on hov€the original plan was laid out. Long recommended having a chapter per park stating its existing amenities, needs, goals and improvement for them. Along with other Commission members they felt incx}rporating past and present recreational programs and events should be an addition. in the plan. Harris suggested conducting another survey as the company did for fhe 1989 plan to find out current trends or wants fro~rrr residents. Purpose The purpose of the Commission is to serve in an advisory capacity to the City Council on all policy matters relating to public parks, park facilities and recreation programs. 2. Composition & Qualifications The Commission shall consist of not less than three nor more than nine members to be appointed by the mayor and approved by the council as follows: a. Members of the Commission shall be appointed according to their ability to contribute to and perform the functions, powers and duties imposed upon the Commission. b. Members of the Commission shall be residents of the City, preferably with representation from each quadrant of the City. 3. Terms, Vacancies, Oaths The term of office of all Commission members shall be three years. Except for ~~.: appointments. to fill a vacancy, an appointment in any year shall be deemed effective as of January 1 of such year for purposes of computing the term. No member shall serve more than two consecutive three year terms. All members shall serve without compensation, but may be reimbursed for expenses as authorized and approved by the City Council. 4. Removal Commission members shall be subject to removal for cause, by a four-fifths vote of the City Council. Failure to attend meetings regularly shall be one basis for removal. 5. Organization,. Officers Each Commission shall elect a chairperson from among its appointed members for a term of one year. The Commissior~may create and fill such other offices as determined necessary. 6. Meetings, Records, R The Co~~ions shall hold scheduled meetings, not less than one per calendar quarter. sl keep written public records of resolutions, recommendations and findings. Annually the Commission shall hold a joint meeting with the City Counei`l and or submit to them accomplisltments and goals as: requested by the Council. • January 2006 7. Commission's Duties In fulfillment of its purpose the Commission's duties and responsibilities shall be to: a. Communicate program ideas to Staff to assist in the development of recreation programs the community wishes to have available. b. Promote and encourage recreation opporhmities. From research (little information) it is a charitable opportunity for people to donate money to help with Capital Improvements in the Parks and is also used towards scholarships that are given out to those who have fmancial constraints and who may not have the opportunity to take a park and recreation program.. Can take donations in the form of: Cash, stocks, bequests or insurance policies.- Tax deductible. City Council Item from May 2002- Establishment of Fund Tid Bits regarding the Fund and facts • What we would like to improve or establish........ Ideas. 1. How it works- how is scholarship money kept separate from Capital Improvement money. 2. What is the exact mission -recreate the mission 3. Improve the brochure or update it. 4. Marketing the fund- currently is done through website, small tid bit in activity brochure, brochure-not sure where distributed or out to get. 5. A Plan on how the money is spent? 6. Tie into our city wide events- help from local businesses. 7. Set up new website so they can donate online??? • Policy 1 5/8102 • ITEM: Establishment of a Friends of the Parks Fund SUBMITTED BY: Bill Maertz, Parks and Public Works Director REVIEWED BY: Heather Worthington, City Administrator EXPLANATION: Summary: The Council is being asked to approve the establishment of a "Friends of the Parks Fund". Donations to this fund are tax deductible but donors will be advised to consult with their personal tax adviser. This fund will assure that people who want to contribute to our parks have a tool available to them. • Donations will be held in an interest bearing account and will be used only for park and recreation purposes. • Donations must be accepted by council vote. This can be done as routine business on the consent agenda. • Expenditures will be based on Park Commission recommendations and Council approval. • No funds will be used for operations or maintenance. . Background: The Park Commission was interested in creating a vehicle to help people include Falcon Heights Parks in their planned giving. Cities are prohibited from establishing anon-profit 501(c)3 corporation but research revealed that donations to an internal fund for specified purposes are tax deductible for federal and state tax purposes.
