City of Falcon Heights, Park and Recreation Commission Meeting
December 10, 2007

Present: Pam Harris, Eric Maronde, Paula Mielke, Michael Thomas, Annie Green,
Tim Pittman and Paul Faust
1. Meeting called to order 6:30 PM
2. Approval of minutes November 19, 2007 Meeting.

. 3. Staff Report
Recreation Update- Abernathy reported that all rink attendants have been
hired and rinks will be opening Friday, December 21St. Hours and rink
locations are posted at each site as well as on the City's website. Abernathy
updated the Commission on the status of Falcon Heights ability to utilize
Roseville Community's education guide as a marketing tool. In years past the
book has been full. Abernathy was notified that Falcon Heights would have
access to one page for a fee. Abernathy felt this tool would be beneficial
because it reaches every home in the Roseville School District so it would be
reaching homes we aren't currently reaching with our City activity guide. Harris
suggested we track registrations by asking a question on our registration form
"how did you hear about this program" to validate the cost and if it will bring in
more participants. Abernathy agreed and will be adding that question to all
registration forms as well as online forms.
Abernathy also reported that due to money left over in the sign budget for
2007, we are able to purchase another sign for Community Park. This sign will
be smaller, much like the new sign at Grove Park. This will be placed at the
entrance to the park along Roselawn.
• Abernathy then reported to the Commission a county wide project the City
may be interested in pursuing- The 1000 Benches Program being put on by
Ramsey County and Active Living Ramsey County. The program's goal is to
promote physical activity by placing benches in areas that would become "path
ways to health" supporting walking for leisure or as a form of transportation,
and connect people to destinations. The county will match 50 percent of the
• cost of the benches up to a maximum price. Abernathy noted that there is an
application process so as a Commission we will have to come up with
desirable location for these benches. Abernathy will be looking at the depth of
the application process and report back with what direction the Commission
should be taking next.
Rink Updates- Pittman reported that flooding is on track and will continue as
weather permits. The mini mobiles to be placed at Falcon Heights Elementary
and Grove Park are delayed but are in contact with the mini mobile company
on getting some type of shelter out to those sites.
4. 2008 Winterfest event and 5K-Abernathy passed out a list of duties needing
to be done if a 5K run/race is to be done at the 2008 Winterfest event. Her
suggestion after discussing the event with Staff is to wait until 2009 to
implement a 5K and have it be an event on its own. By waiting until 2009,
resources can be allocated, money can be budgeted, and planning can be
well thought out rather than implemented this coming year. The Commission
agreed to wait until spring of 2009 to implement a 5K fun run/race. In the mean
time, Abernathy and the Commission will work on details and outside
groups/resources that may be helpful for this event.
. 5. Comprehensive Plan
Mielke reported that the next section in need of work is the future needs
analysis and planning section. Mielke suggested using an upcoming meeting
to begin thoughts for this section.
6. Elect New Chair
Green volunteered to be the Chair for the 2008 year.
7. Commission Goal for 2008
This item will be moved to the January meeting.
8. New Business
Thomas asked the Commission if there were any updates on the chemicals
used in our parks as well as if the Environment Commission has this as an
item for discussion this year. Abernathy reported that after talking to Justin
Miller the City Administrator, it is not a topic on their agenda at this time.
Pittman reported that the City has recently cancelled Trugreen-Chemlawn's
(who use spray fertilizers) service on City grounds. The City will begin using
granular fertilizer and doing the application in-house. Thomas suggested
researching other cities to see what other cities are using and still meet with
the Environment Commission to get their thoughts on this hot topic.
Abernathy will be talking to Justin Miller on setting up a joint meeting.
