INDOOR PLAYGROUND UPDATE

Carol Kriegler gave an update on plans for an indoor playground. A meeting was held
on October 10th for the families that have expressed an interest in this program.
Falcon Heights United Church of Christ has indicated that their facility is available and
scheduling very flexible. They plan to appoint a member of the church to act as
liaison and participate in planning sessions with the city. Issues that need further
investigating include licensing requirements, city insurance and program modeling.
The commission should receive an implementation proposal by the next commission
meeting followed by a presentation to the city council in late November. It is hoped
that the playroom will be available by mid-January.
PARK IMPROVEMENTS UPDATE
Carol Kriegler reported on park improvements currently underway. At Community
Park trail improvement is expected to be completed next week and the new exercise
stations have been ordered. The previously discussed volleyball sandpit needs to be
reevaluated in light of the recent noise/nuisance issue. There is a possibility of
locating it where the pleasure rink is. Carol Kriegler is researching the feasibility of
flooding over sand to see if this is a viable alternative. Two proposals have been
received for a sound system, both seem fairly high. Pete Klingenberg felt much of the
labor could be done by the public works crew. Nancy Wickhem volunteered her
husband's audio design expertise and access to discounted audio equipment. David
Wickhem will do some additional research and put together a new proposal for the
commission to evaluate at the next meeting.
At the Grove, a new tire swing frame will be installed along with some new curbing.
At Curtiss Field the pay phone has been pulled, the picnic tables moved, new waste
receptacle and new lighting will be installed soon.

Carol Kriegler reported that Falcon Heights School remodeling is nearing completion
and outdoor site improvement planning will soon be under way. Carol suggested that
a commissioner participate with school representatives in this planning. Steve
Schugel agreed to work with Carol on the committee. A meeting will be held on .
Monday, November 7th.

EXPLANATION/SUMMARY:
Planning for the possible implementation of an indoor playroom
continues. A meeting was held on Monday, October 10 for persons
interested in the development of a playroom model. Issues such
as hours of operation, participation fees, and use policies were
discussed. A potential program site, Falcon Heights United
Church of Christ, has been reviewed and inventoried.
Discussions/negotiations have taken place with church officials
regarding the possibility of utilizing their facility for this
program. A program implementation proposal will be presented at
the meeting.

EXPLANATION/SUMMARY:
An organizational meeting was held on Monday, November 7th for
the purpose of setting direction for planning potential site
improvements to the school grounds. The following individuals
were present: Ellen Blank, school principal; Joan Saure, P.E.
teacher; Mary Teborg, 6th grade teacher; Steve Schugel and Alan
Weinand, commissioners; Carol Kriegler and Mike Shier, student
intern. The committee discussed possible needs assessment
strategies, project limitations and parameters, as well as a
course for proceeding with the project.

ITEM DESCRIPTION: Community Park Audio System

EXPLANATION/SUMMARY:
There has been interest expressed for the installation of an audio system at
Community Park. Desired capabilities for the system include: radio and CD play;
announcing, and interior and exterior speakers with separate volume controls. Two
proposals have been received from audio/video system design companies. A third
option includes a comparable system of components available for purchase through
mail order companies. These proposals will be available for review and consideration
by the commission.
