Falcon Heights School Improvement Planning ADJOURNMENT MINUTES PARKS & RECREATION COMMISSION September 21, 1994 Present Jackie Benson Morrie Nicholson Steve Shugel Carol Wiesberg Nancy Wickhem Carol Kriegler, Parks & Rec Director Jan Gibson Talbot, Council Liaison Absent Allan Weinand Guests Paul Binder Janice Kragness COMMUNITY PARK TENNIS COURT LIGHTS AND LATE NIGHT ACTIVITY In attendance at this meeting were guests Paul Binder and Janice Kragness, both neighbors of Community Park. The commission reviewed survey responses and after discussion and statements by both guests, the commission voted 4 - 1 in favor of the light policy being changed to coincide with park closing at 10 p.m. The dissenting vote was due to concern that a 10 p.m. lights out may be too early and while very sympathetic to the neighbors present, felt that an 11 p.m. or midnight lights out may be a better and more balanced way of respecting and serving the needs of both residents and court users. Carol Kriegler will write a summary statement to present to the city council for their consideration. Our thanks to Mr. Binder and Ms. Kragness for joining us. COMMUNITY PARK TRAIL & EXERCISE STATION REHABILITATION Carol Kriegler reported that trail rehabilitation at Community Park will begin soon with much of the work being done "in-house" by the Falcon Heights public works crew. Carol Kriegler and Pete Klingenberg met with some Falcon Heights residents who use the vita course exercise stations. They indicated that they would like to see the course stay relatively the same. Some new pieces of equipment will be ordered to replace those that have deteriorated. Pete Klingenberg has begun building and erecting new direction/instruction signs for the equipment stations, both at the Grove and at Community Park at considerable monetary savings for the city. (They look nicer, too!) Thanks, Pete! Page 2 Parks & Recreation Minutes September 21, 1994 FALL RECREATION PROGRAM Carol Kriegler reported on the status of the fall rec programs. The flyer with early fall activities has already been distributed, the full fall park and rec flyer should be going out in mid-October. The new gym at Falcon Heights school may be available for park and rec programs by early to mid-November. It is hoped that this new gym will enable Falcon Heights to offer some additional adult rec activities as well as enhancing current programs and increasing scheduling flexibility. Mike Shier, a Park and Rec intern from the U of M, has begun working with Carol Kriegler. Welcome, Mike! '95 NEIGHBORHOOD PARK PROGRAM & EVENT PLANNING Carol Kriegler and Nancy Wickhem gave a brief update on the August 22nd Curtiss Field picnic. 80 meal tickets were sold, more than 100 people attended, contributions totaled approximately 5240.00. Those attending the picnic voiced their support for making this an annual event. In addition to being great fun, hosting neighborhood events may be a way for the city to enhance awareness of the Neighborhood Watch program, provide an opportunity to visit with our fire department and new police department, and promote park and rec programs. The commission was enthusiastic about expanding this idea and others to all Falcon Heights parks next summer. This will be an agenda item at a future commission meeting. ADJOURNMENT Submitted by: Nancy Wickhem, Chair Meeting Date: 10/19/94 Agenda Item: D-1 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Indoor Playground Update SUBMITTED BY: Carol Kriegler, Parks and Recreation Director REVIEWED BY: EXPLANATION/SUMMARY: Planning for the possible implementation of an indoor playground continues. To date, eighteen families have responded to various surveys and newsletter articles indicating an interest in using such a facility. A meeting was held on Monday, October 10, for persons interested in the development of a playroom model. Issues such as facility location, possible funding mechanisms, hours of operation, and use policies were discussed. It is hoped that a program implementation proposal will be presented to the parks and recreation commission on November 16 with a presentation being made to the city council in late November. The playroom could be available for use in mid-January. Meeting Date: 10/19/94 Agenda Item: D-3 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Falcon Heights School Improvement Planning SUBMITTED BY: Carol Kriegler, Parks and Recreation Director REVIEWED BY: EXPLANATION/SUMMARY: With the Falcon Heights school remodeling project nearing completion, site improvements might now be planned. The commission may want to establish a committee to work with school representatives in the formulation of a site improvement plan.
