ADJOI:IRNMENT MINUTES PARKS AND RECREATION COMMISSION AUGUST 17, 1994 PRESENT: ABSENT: Jackie Benson Allan Weinand Morrie Nicholson Carol Weisberg Steve Schugel Nancy Wickhem Carol Kriegler, Parks & Rec Director Jan Gibson Talbot, Council Liaison Introduction of Pete KlingenberQ Pete was introduced and welcomed by the commission. He and Carol Kriegler outlined some of the upcoming park improvements including trail workout stations and avolley- balt sandpit at Community Park and new trash cans and roof repair at Curtiss Field. Much of this work may be able to be done "in-house" by the Falcon Heights public works crew. Pete also said he would look into the feasibility of providing recycling containers at the parks. Aoaointment of Officers Since the commission last met, Allan Weinand informed Carol Kriegler that while he was honored that the commission would nominate him as chair, he did not wish to be considered for the position at this time. The commissioners present then voted unanimously for Nancy Wickhem. Nancy also agreed to serve as secretary. (temporarily?) Ice Cream Social Wrap-uo Carol Kriegler reported 5240.00 in ticket revenue. The commission guessed that attendance was double this year. All refreshments were sold out early in the evening. The snow cones, free face painting and the dunk tank were huge hits this year. The dunk tank revenues, designated to support the "Time-In" playground program, were 5174.00, or 870 balls thrown at our courageous volunteers. It was suggested that the commission re-evaluate ticket and item prices for next year. This will be an agenda item at a future commission meeting. Page 2 Parks and Rec Commission Minutes August 17, 1994 Complaint re Community Park Tennis Court Lights Carol Kriegler reported on a complaint received from a Community Park neighbor re late night tennis play nuisance. It was agreed by the commission that the situation required further evaluation, and that more information was needed before action was taken. Carol drafted a questionnaire which will be sent to all Community Park neighbors asking for their input and comments. Responses were requested by September 12th so this item could be further reviewed at the next commission meeting. Curtiss Field Picnic Supper Nancy Wickhem reported that flyers announcing this event were hand delivered to much of the Northome area of Falcon Heights. Carol Kriegler reported getting a few responses already for meal reservations. It is hoped that this picnic will be the first of many neighborhood park events, promoting awareness and support for the parks and recreation programs and community building. SUBMITTED BY: Carol Kriegler, Parks and Recreation Director REVIEWED BY: EXPLANATION / SL-MMARY: At last month's meeting Carol Kriegler outlined a complaint from a neighbor of the Community Park regarding nuisance behavior related to late-night tennis play. He reported incidents of obnoxious and loud behavior on the tennis courts late into the night. He suggested strongly that the City change the tennis court light policy to prohibit play after 10 or 11 o'clock. In response to this complaint and a handful of similar complaints over the last few years, a process was initiated to review the matter with consideration for a policy change. The review was to include a survey of park neighbors soliciting their perspective on the nuisance level of the tennis court lighting. A draft was reviewed at the last meeting, finalized and distributed to 17 homes surrounding the park. As of September 12, 10 of the 17 surveys had been returned. Copies of each of those surveys is attached as well as a map indicating the general location of each of the homes included in the survey. Meeting Date: 9/21/94 Agenda Item: D-2 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Community Park trail and exercise station rehabilitation. SUBMITTED BY: Carol Kriegler, Parks and Recreation Director REVIEWED BY: EXPLANATION / SLJIvIMARY: The 1994 Park Capital Improvement Program includes pathway and vita course improvements at the Community Park. $11,000 was budgeted for the vita course (exercise stations) and $8,000 for pathway rehabilitation ($6,000 actual with an additional $2,000 from the County /Cleveland Ave. Project.). In an effort to get a "users" perspective about the course, Pete Klingenberg and Carol Kriegler met with two individuals who are considered to be avid users of the course. It was our intent to gain a sense of their level of satisfaction with the course as it exists now, what they considered to be it's strengths, and where they saw need for improvement. Both of these individuals seemed like excellent resources for this information as both had previously contacted the City with concern for the course and suggestions for improvement. Their input, as well as a complete inspection and inventory of each station, has been valuable in setting direction for possible improvements. Carol Kriegler will give a report on the recommendation for proceeding with these related projects. Meeting Date: 9/21/94 Agenda Item: D-3 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Fall recreation program SUBMITTED BY: Carol Kriegler, Parks and Recreation Director REVIEWED BY: EXPLANATION / SLTIvIMARY: Attached is a program flyer that was distributed to area elementary schools about Sept. 15, It is an offering for outdoor activities to take place yet this fall. Additional program offerings for both adults and youth are scheduled to begin later this fall. It is hoped that these programs will be conducted in the new gymnasium at F.H. School. Carol Kriegler will report on the programs being planned. Discussion might take place regarding other possible programming ideas that might now be possible with the completion and availability of the new gym. Meeting Date: 9/21 /94 Agenda Item: D-4 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: '95 neighborhood park program and event planning. SUBMITTED BY: Carol Kriegler, Parks and Recreation Director REVIEWED BY; EXPLANATION / SUMMARY: On August 22 an informal picnic supper was held far "friends and neighbors" of Curtiss Field. It is estimated that~80 to 100 people were in attendance. Proceeds were for the benefit of the TIME-IN playground program. Contributions totaled about $240. Folks seemed to appreciate the opportunity to participate in an event that was specific to their neighborhood or park. As a result of this event, the Commission may want to explore possible informal recreational events or programs targeted specifically for the "friends and neighbors" of each of the City's parks. While the "TIlVIE-IN" program as it exists exactly at Curtiss Field might not be appropriate for each of the other parks, some program elements might be employed at other locations. Some thought might be given to how we might compliment our existing programs and events with neighborhood based programming.
