APPOINTMENT OF OFFICERS Support was voiced for both Allan Weinand and Nancy Wickhem to serve as chairpersons. The item was tabled due to Allan's absence. It was not known whether Allan was interested and willing to accept the appointment. D-2. ANNUAL ICE CREAM SOCIAL Carol Kriegler reported on arrangements in place for the Ice Cream Social. Stomp N' Dixie is scheduled to provide musical entertainment and a dunk tank is reserved for the evening. The local Chamber of Commerce and Falcon Heights/Lauderdale Lions Club will have representatives at the social to help serve. Commission members will sell tickets and operate the dunk tank. Firefighters and coaches will serve as "dunkees". D-3. TIME-IN PLAYGROUND PROGRAM REPORT Carol Kriegler and Nancy Wickhem gave a brief report on the status of the Time-In program. Attendance has been about 20 or 30 kids coming and going throughout a daily session. Financial contributions have totaled about S 140.00 so far. It was felt that it was still too early to be pessimistic about the voluntary contribution method for support of the program. It was suggested that a barometer be employed to communicate the current level of support and continuing need. Page 2 July 1 1, 1994 Minutes Parks and Recreation Commission D-4. INDOOR PLAYGROUND REPORT ON WORK TO DATE Carol Kriegler gave a report on the response to the city newsletter's survey of interest level for an indoor playground. Given the somewhat meager response (8-10), it was suggested that the roster of families with young children be attained through the school district's early childhood program. A direct home mailing might be a more effective method for surveying the interest level. Submitted by: Carol Kriegler Parks and Recreation Director Meeting Date: 8f17f94 Agenda Item: D-1 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Introduction of Pete Klingenberg, new Public Works/Parks Superintendent SUBMITTED BY: Carol Kriegler, Parks & Rec Director REVIEWED BY: EXPLANATION/SUMMARY: Pete Klingenberg was recently hired as the city's public works/parks superintendent. Pete will attend the commission meeting providing members with the opportunity to meet him. Pete and Carol will outline park improvement projects scheduled to take place yet this year. Meeting Date: 8/17/94 Agenda Item: D-2 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Appointment of Officers SUBMITTED BY: Carol Kriegler, Parks & Rec Director REVIEWED BY: EXPLANATION/SUMMARY: The resignation of Jyneen Thatcher has resulted in the vacancies of chairperson and secretary. Discussion took place at the last commission meeting with support voiced for both Nancy Wickhem and Allan Weinand as possible chairpersons. The item was tabled due to Allan's absence. It was unknown whether Allan would be interested and willing to accept the appointment. Meeting Date: Sf17f9~ Agenda Item: D-3 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Ice Cream Social Wrap-up SUBMITTED BY: Carol Kriegler, Parks & Rec Director REVIEWED BY: EXPLANATION/SUMMARY: The city's annual Ice Cream Social was held on Thursday evening, July 29. Carol Kriegler will give a budget report including revenues dedicated to the "Time-In" program through the dunk tank. Discussion might take place to facilitate planning for next year's event. Meeting Date: 8/17/94 Agenda Item: D-4 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Complaint regarding the Community Park tennis court lights SUBMITTED BY: Carol Kriegler, Park & Rec Director EXPLANATION/SUMMARY: Carol Kriegler received a complaint from a neighbor of the Community Park who resides on Roselawn Avenue. The individual called to voice his concern and frustration over what he considers to be a nuisance related to late-night tennis play. He reported incidents of obnoxious and loud behavior on the tennis courts late into the night. He suggested strongly that the city change the tennis court light policy to prohibit play after 10 or 11 o'clock. The individual was told the following by Carol Kriegler: 1. Incidents such as this warrant a call to police. He was encouraged to call the police for any such future incident. 2. The park director does not have the authority to dictate policy on tennis court lights. The issue would need to be reviewed by the parks and recreation commission with a recommendation being made to the city council for their consideration. Council action would be required to change policy. 3. The current tennis court lighting policy has been in existence for a very long time, perhaps as long as the lights have been installed. It is believed that the all- night availability of lights is based on meeting the perceived needs of the area's large student population. 4. Some calls (2-3) have been received over the past couple of years concerning similar complaints. Previous complaints involved loud basketball play occurring on the hard-court. The basketball play was occurring late at night with the benefit of spill-light from the tennis courts. 5. The process would be initiated to review the matter with consideration for a policy change. The review would include a survey of park neighbors soliciting their perspective on the nuisance level of the tennis court lighting. A draft of the park neighbor letter/survey will be available for review at the meeting. Responses will be encouraged to be received by September 12 so they can be made available for the next commission meeting. Meeting Date: 8/17/94 Agenda Item: D-5 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Curtiss Field picnic supper SUBMITTED BY: Carol Kriegler, Park & Recreation Director EXPLANATION/SUMMARY: A picnic supper is scheduled for Monday evening, August 22nd, at Curtiss Field. All friends and neighbors of the park are invited to attend. An event flyer is attached. The idea for such an event was an "off-shoot" of the noon-time potluck picnic that occurred a year ago on the last day of Time- In. It was thought that a supper event might better serve "whole" families and provide for another Time-In fundraiser as well. All commission members are invited to attend. As a result of this event, the idea has come up to conduct informal special events in each of the parks with the target participants coming from the parks' surrounding neighborhood. There might be an interest in such events where people are given the opportunity to mingle and visit with neighbors. Events might include such things as: Fire truck visit--water spray on a hot day; Como Zoo docent education program; craft project, mini-ice cream social; park clean-up or flower planting, etc. Other suggestions might be made at the commission meeting.
