Meeting Date: 6/13/94 Agenda Item: C - 2 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Ice Cream Social Planning SUBMITTED BY: Carol Kriegler, Park & Rec Director REVIEWED BY: EXPLANATION/SUMMARY: The annual Ice Cream Social is scheduled for Thursday evening, July 28. This event traditionally includes refreshments of ice cream and cake, children's games and live musical entertainment. Last year's music was considered more widely appealing than in previous years when the music was oriented for children (i.e. the Splatter Sisters, Tricia and the Toons, Bob the Beachcomber). It would be appropriate to get some direction and suggestions so that a band of some kind can be booked. Meeting Date: 6/13/94 Agenda Item: C - 3 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Use of herbicides and fertilizers on city park grounds SUBMITTED BY: Carol Kriegler, Park & Rec Director REVIEWED BY: EXPLANATION/SUMMARY: In previous years the city has contracted for spraying city park grounds with herbicides and fertilizers on an "as needed basis". In an attempt to use these products responsibly, staff has recommended their use only when the turf has been considered in very poor condition and threatened by broadleaf. Although use of these herbicides and fertilizers had been used fairly routinely in previous years, there had not been an application in two full years. Consequently, the lack of a recent application coupled with apparent prime conditions for broadleaf, resulted in extremely poor turf conditions this spring. In response, the city contracted for a spray application in all three city parks which occurred on June 8, 1994. As in previous years, the application resulted in some phone calls voicing their opposition to the use of chemicals in a public park. In recommending the contracting of chemical application, city staff struggles considerably with the pros and cons of the issue and does not take the issue lightly. The first response to the suggestion that an application take place was to check with several surrounding cities to see what policy and procedures are being employed in an effort to maintain turf while yet considering the possible negative consequences. Of the four cities contacted (Shoreview, MoundsView, Arden Hills, Little Canada), all four reported the use of chemical spraying in the parks to fertilize and control broadleaf. It should also be considered that herbicide applicators are heavily regulated by the state. City staff intends to further research the issue as well as consider possible scheduling and public posting options if applications should be made in the future.
