ADJOURNMENT PARKS AND RECREATION COMMISSION MINUTES FEB. 14, 1994 MEMBERS PRESENT: Jackie Benson, Alan Weinand, Carol Weisberg, Steve Schugel, Morris Nicholson, Carol Kriegler, Parks & Rec Director, Jan Gibson Talbot, Council Liaison APPROVAL OF MINUTES OF: January 10, 1994 ~~,i Nancy Knutsen outlined her ideas for establishing a community or neighbor-based indoor playground. An indoor playground would consist of a large room with toys, games and simple play equipment. The site would provide a place for parents to bring infants, toddlers and pre-schoolers to play together and get to know one another. Members present welcomed the proposal and supported further investigation of the project. Discussion centered around potential sites for the playground (city hall council chambers, park buildings, local church, Falcon Heights school, etc.); need for establishing use policies and a possible parent advisory board; and other potential areas of concern. Carol Kriegler read a letter from Jyneen Thatcher regarding her concerns as she was unable to be present at the meeting. It was suggested that the first and next step is to determine the level of interest and need within the city for such a playground. Carol Kriegler and Nan Knutsen agreed to develop a city newsletter article designed to (1) inform residents of the potential of such a playground; (2) to provide for the opportunity to indicate an interest in using the playground and (3) to provide for. the opportunity to indicate an interest in participating in the planning and development of a playground. Morrie Nicholson suggested that this potential project be managed in a similar manner to past park improvement projects --- with the establishment of a committee of interested persons who then report back to the commission with specific recommendations. Carol Weisberg recommended that city staff begin to explore possible regulations and licensing requirements. for such a facility. <~~ ~ " Carol Kriegler gave a brief report on the city's previous bike safety rodeos held annually in the spring up until a few years ago. The event consisted of a safety talk by a safety education officer, film, and a "rodeo" of stations designed to teach bike safety skills: The commission supported the re-establishment of a bike safety program of some sort although there was concern about the potential date of May 14. This might be in conflict with adistrict-wide girl scouting event. Alan Weinand suggested that the Minnesota Head Injury Association be contacted as they are a potential resource for program curriculums and ideas. It was also suggested that the fairgrounds and university campus be explored as potential sites for the event. ~. n r~ \' The commission considered a RAHS request for use of the Community Park tennis courts for use by the high school teams during the following times: Boys Team: Sept. 6 to mid-October, 1994 2:15-4:30 P.M. for practice (until 5:30 P.M. on meet days) Girls Team: April 1 to June 1, 1994 2:15-4:30 P.M. for practice (until 5:30 P.M. on meet days) The request is an effort to find alternative tennis courts for the teams as the impending construction at the high school will cause the tennis courts to be unavailable. While discussion indicated a level of sympathy and concern for the high school teams' predicament, there was also a concern for the potential impact on tennis court availability for the community. Of particular concern was the impact on the jr. high/young adult users who don't have access to transportation that would enable them to travel to another site. Steve Schugal made the point that a potential long term community-wide benefit would arise from this arrangement as it would likely result in the refurbishing of the four tennis courts at Fairview Community Center which are currently in very poor condition. Those courts would then be available to better serve the community for future years. In regard to the rental fee issue, it was agreed that it was important to confirm the school district's policy/history of fee charging for rental of district owned courts to neighboring cities as the city's policy is to charge the district's own prevailing rental rates for comparable facilities. The commission voted unanimously, with one abstention, to accommodate the RAHS request. They did so with the contingency being that the district be responsible for the production and posting of a quality sign to be located at the site as a convenience to users. The sign shall include: • Hours of school use • Brief explanation indicating that the arrangement is temporary • Listing. of alternative courts in area It was. also suggested that staff take measures to inform the community of the arrangement by way of the city newsletter and local papers. Respectfully submitted, Carol Kriegler Parks & Rec Director Meeting Date: 3/14/94 Agenda Item: D - 1 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Discussion on possible bicycle safety rodeo SUBMITTED BY: Carol Kriegler, Park & Rec Director REVIEWED BY: EXPLANATION/SUMMARY: At the February commission meeting, Carol Kriegler gave a brief history and description of bike safety rodeos held in previous years. The commission expressed interest in re-establishing this event. Several resources are available to assist with program development. They will be available for review and discussion at the meeting. There are also a couple potential rodeo sites for consideration. One possibility involves conducting the rodeo at city hall on May 21st in conjunction with the city's celebration and open house for national emergency services week. The fire department's staff had wanted to include a bike safety rodeo in its plans. ~~ ~~~ ~ ~~. In doing so, the council requested that staff and the commission explore the possibilities of the teams' providing or assisting in city youth recreational tennis programs.
