City Park Facility Rental Fee Schedule and Policy ADJOURNMENT PARKS AND RECREATION COMMISSION MEETING MINUTES 10/11/93 Members present: Lloyd Jacobson; Morris Nicholson; Jyneen Thatcher; Carol Weisberg; Carol Krieglr, Parks Director; and Sue Gehrz, Council Liason. Guest present: Nancy Wickham Minutes from meeting of 9/20/93 were approved. D-1: University Grove Park Improvements. Carol Kriegler reported on the progress in the improvements to Grove Park. The sidewalks are in, both along the street and into the park, and also the slab for the warming shelter. The expanded basketball court should be installed this week. Most of the items ordered for the park have come in. These items, the benches, baseball backstop, and basketball standards will go in after the court bituminous work is completed and after the turf is repaired. This will minimize the chance of damage from construction equipment. The bid has been received from the electrical contractor. The push-button timer, security light and activity light are all possible, with good coverage but low spill. Residents of 1666 Coffman will still be able to see the light, but it shouldn't shine their direction. There will not be heat in the shelter, due to the high yearly maintenance effort that would be needed, but this can be reconsidered in the future. The hockey. boards have been delivered to the park, but not yet installed. Plantings will be done in the spring. A Grove resident has offered to help with tree selection, and Carol K. will keep her name for consultation in the spring. D-2: Community Prairie Planting Update. Carol K. reported on the progress of the prairie project. Spraying was done on 10/1/93, although conditions were not ideal (higher than desired winds, and lower temperatures). The current sub-contractor does not appear excited about this project. Carol has met with Ramsey County several times lately, because of the poor progress. They have now agreed to do only the area of disturbed soil around the wetland, and that will be done this fall. The area of existing vegetation will be contracted with a different firm, for completion in the spring. As compensation for this change in contract, the count will finish additional linear feet of trail within the park, in addition to re-doing the trail around the wetland, which is too close to the water edge and has some undesirable intersections. F"or erosion control over the winter, the county agrees that it should be seeded and mulched soon. The pond does not appear to be infiltrating as it was expected. Studies will be done by the city engineer on the ponds functioning. With these changes in the program, the community service seedling planting was rescheduled for Sat. Oct. 30. Because of the uncertain timetable, we may not be able to give much notice to community volunteers, other than the Boy Scouts. However, the planting in the spring of the rest of the prairie will afford a second chance. D-3: City bicycle/ pedistrian plan. The Commission was asked to review the City's existing bicycle and pedestrian plan, which was adopted in November 1991. The major concern at this time, is regarding ..the proposed path along Larpenteur. But since so many issues are undecided relating to the street improvements on that section, the Commission felt that it could not comment at this time. When plans are solidified, such as street width and right-of-way width, the Commission will address the issue. In a discussion of street safety, Jyneen mentioned that the stop light on northbound Snelling at Roselawn is timed so long Cwith no left turn on red arrow) that a lot of traffic appears to travel on Garden instead of Roselawn. Garden passes by the school, and increased traffic could be dangerous. D-4: Review of city park rental policy. Carol W. noted that the use of the parks for get-togethers promotes a sense of community, which is one of the goals of the Parks and Recreation Commission. The existing fee schedule requests a payment, to cover staff time for cleaning and supplies, in addition to a damage deposit. Sue noted that of the list of groups who receive fee waivers, most use the facilities at City Hall, and perhaps the use of the park facilities may be less formalized. Discussion of the issues involved with allowing more open use raised questions about responsibility. Nancy noted the possibility of someone not affiliated with the reserving group causing damage, and the group being held responsible. This is a real concern at Curtiss Field, where teenagers have been hanging out, beyond park closing times, and intimidating other park users. Response from the police has been slow. Sue feels this needs to be treated as a community problem, if residents are uncomfortable using their neighborhood parks. She suggested a meeting between city officials Cmayor, city administrator), Roseville Police, Job Corps staff, and park neighbors to discuss this problem, and to identify the curfew limits and monitoring of the park. Sue also suggested the option of increasing the park surveillance and rule enforcement service, when considering the renewal of the Polic contract. The Commission felt that the problems at Curtiss Field needed to be addressed, and that these problems of safety and comfort have a higher priority than revision of fee schedules. Further discussion on rental fees was postponed until a later meeting. Eagle scout candidate Brian Malzer and other volunteers planted over 2,000 prairie seedlings in the disturbed areas around the wetland at the Community Park on Saturday, October 30, just after the county completed seeding the area. The remaining prairie work will be completed in the spring. • ~ ~ ~ Meeting Date: 11/8/93 Agenda Item: D - 3 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: City park facility rental fee schedule and policy SUBMITTED BY: Carol Kriegler, Park & Rec Director REVIEWED BY: EXPLANATION/SUMMARY: It has been suggested that the Park and Recreation Commission review the existing fee schedule and policy for the rental of park facilities. There is some question whether the existing policies adequately accommodate and encourage use by "unofficial" community organizations. Examples of such groups might be block parties, neighborhood play groups, school class gatherings, etc. The issue was initially addressed at the October commission meeting when it was questioned whether it was timely to implement such a policy given the apparent high incidence of inappropriate behavior and use at Curtiss Field. Much discussion then took place concerning what measures could take place to increase park surveillance and rule enforcement. City staff, Roseville police, the Job Corps and Nancy Wickem have since met in an effort to address these issues. Discussion will take place concerning progress to date. It might now be appropriate to re-address the rental fee policy so that it could be implemented at the Community Park in the near future and at Curtiss Field at a later time. 1. (8 A.M. to 3 P.M. and 4 P.M. to 10 P.M.) plus any set-up cost if set up is requested. 30.00 for two hours or less when building use is limited to multi-purpose space (kitchen use is limited to coffee pot and/or refrigerator) b. Curtiss Field Building Fee $20.00 1. Deposit Fee $100.00 deposit required for any use when a key to the building is requested c.
