MEETING MINUTES
9/20/93
Members present: Lloyd Jacobson, Morris Nicholson, Jyneen Thatcher,
Carol Weisberg; Carol Kriegler, Parks Director, and Sue Gehrz, Council
Liason.
Minutes from meeting of 8/9/93 were approved.
Additional agenda item: Carol Kriegler has been in contact with two
residents about joining the commission. They are Nancy Wickham, who has
been actively involved with the planning and observation of Curtiss
Field, and Tom Kraemer, a resident of the new townhomes near City Hall.
D-1: Community Park Prairie Planting. Carol Kriegler gave an update on
the prairie restoration project. The county is prepared to begin the
site preparations any day, which will entail spraying, mowing, raking
and tilling. Seeding is aimed at October 1. Carol has received varied
opinions regarding the effectiveness of a single spraying of herbicide
(Roundup). She has spoken with the product representative, Roseville
parks (relating to their prairie planting), Stearns County Cwho have
done several sites), and Prairie Restorations and Landscape Alternatives
(both restoration specialists). The county will be back in the spring
to complete landscape work along Cleveland Ave. Jyneen reported that
Brian is working on signs for around the restoration site, as well as
publicity articles. It is her understanding that there is enough time
in his schedule to delay the planting until spring, if necessary.
The Commission agreed that although they would like to see the
planting done as soon as possible, it would be better to delay it until
proper site preparation can be done, to maximize the chances for
success. Given the late date, with the delays that have already
occurred, and the uncooperative weather for site preparation, this will
probably not be until spring.
The Lions Club will be offered the options of sign raising this fall
Cwith or without the prairie planting) or waiting till spring if the
planting is done then. Two signs are planned, one at the corner of
Cleveland and Roselawn, and the other nearer to the park entrance
further east.
D-2: University Grove Park. Carol K. reported on the progress of the
improvements to the Grove Park. The sidewalk is in by Coffman Street,
and the warming shelter slab, the path and the basketball court
extension are being done as add-ons to the street work. They will
probably be done this week. The path will be concrete, at a significant
cost savings over bituminous. It will be S' wide, rather than the 6'
previously agreed upon, because the rest of the public sidewalks in the
Grove are the narrower width. The basketball court finish color coat
will be done afterwards by a different firm.
A lighting consultant will be out to advise on the position of the
lamp post and the possibilities for maximizing light focus and
minimizing light spill. The post may be closer to the 1666 service
drive, to minimize the light spill towards 1666. Since there will also
be a switch for the skating light, the placement of the slab in relation
to the post was discussed. A remote switch, adjacent to the shelter,
was suggested as an alternative to moving the shelter closer to 1666.
The Hoard of Directors at 1666 Coffman will be informed of the reasoning
behind the light and shelter placement, since the existing light is a
major concern of many of the residents.
Site amenities have been ordered, and the benches have already
arrived. The benches are the same pattern and style as those in the
Community Park and Curtiss Field, but with recycled material planks
instead of wood. It is felt that concrete pads under the benches are
not needed, considering the level of use anticipated. The tables will
be of the same coated metal mesh material as those in the other parks.
The order was placed for wheelchair accessible tables, which will be
distributed to each park in exchange for existing tables. Trash
containers were selected which match the recycled material benches,
however they are not being ordered yet, but will be ordered for all the
parks later. Exercise stations have been ordered, and will take longer
to get.
Three "Rules" signs were ordered, for placement at the main
entrances to the park.
An unplanned bonus element has been added to the Grove Park. A
four-ton boulder was found during the nearby street construction, and
offered to the parks department. It was first suggested that it be
placed in the new prairie at Community Park, but at the request of Grove
residents, it was placed in the southwest corner of Grove Park. Carol
Weisberg organized a group of neighborhood children to clean the
boulder, and Commission members who have seen the boulder say it looks
great, a wonderful addition to the park. Carol W. and Sue also noted
that in general, the street construction crew have been very considerate
and pleasant.
D-3: Park Capital Improvement Program. Carol K. reviewed the proposed
budget. According to Sue Hoyt, we will be switching from an improvement
mode of planning to a maintenance mode, now that most of the
improvements to the park system have been made. Improvements slated for
1994 at Community Park include a volleyball sand pit, rehabilitation of
the trail (the section not done by the county), replacement of
Vita-course stations. Additional funds are budgeted for replacement of
lights at the hockey rink, which will be carried over if not needed this
year. Items not included in the proposed budget but discussed earlier
by the Commission, include a windscreen for tennis courts (estimated at
X1200 for 2 sides) and a music system for the skating rinks Cwhich will
be from 1993 funds). The lump sum designated for Park Landscaping is
not dedicated towards any specific park. The 1995 item of Trail System
Improvements refers to the anticipated trail to be created along Larpenteur,
when that street is reconstructed.
D-4: Curtiss Field Update. There have been reports of inappropriate
activity at the park. Hoth the police and Job Corps security will do
additional patrolling. Also, the telephone installed there was to have
been out-going only, but was installed as incoming and out-going. This
will be rectified this week.

EXPLANATION/SUMMARY: It has been requested that the Parks and
Recreation Commission review the city's bicycle/pedestrian path.
Attached is a copy of the plan as outlined in the city's
comprehensive plan, adopted in November of 1991.
PARKS AN D TRAI LS PLAN
Plan Elements
The character and function of parks shown on the Land Use
Plan are described in the 1989 Comprehensive Park and
Recreation Plan. The proposed trail system consists of on and
off-street bikeways and exclusive pedestrian trails. Where
adjacent land is already developed, off-street bikeways are
intended to be separated from pedestrian ways or sidewalks.
Off-street bikeways are preferred along Larpenteur Avenue
from Fulham Avenue to approximately Fry Street and along
Roselawn Avenue from Snelling to Hamline Avenues.
On-street bikeways are intended to be striped and signed. Off-
street bicycle/pedestrian trails are intended to be eight feet wide
with paved surfaces and signs. The trail system plan is shown 4.
on the Transportation Plan (Figure 9).
Parks and Trails Objectives
1. To develop a park system to serve both neighborhood
and community needs.
2. To provide adequate active and passive recreation
programs and facilities for community residents.
Parks and Trails Policies
1. Upgrade and improve existing parks.
2. Offer park/recreation programs to residents that
complement recreation programs available from sur-
rounding cities and the school district, and duplicate
programs only when necessary.
3. Cooperate with the University of Minnesota and the
State Fairgrounds in shared use of recreation and open
space lands.
Acquire additional park land through the City's land
acquisition and park dedication program if the Univer-
sity of Minnesota's agricultural land north of Larpenteur
Avenue along Fairview is sold and developed for resi-
dential use.
5. Build trails as an integral part of the upgrading of collec-
torand arterial streets identified on the transportation
plan except along Snelling Avenue.
3. To provide an interconnected park and open space
system that provides pedestrian and bicycle linkages
throughout the City.

ITEM DESCRIPTION: City park facility rental fee schedule and
policy

EXPLANATION/SUMMARY: It has been suggested that the Park and
Recreation Commission review the existing fee schedule and
policy for the rental of park facilities. There is some
question whether the existing policies adequately accommodate
and encourage use by "unofficial" community organizations.
Examples of such groups might be block parties, neighborhood
play groups, school class gatherings, etc.....

Watershed Management Organizations
Scouts, Brownie Troops

Neighborhood Groups (such as Grove Assoc., etc.)

Cable Commission
Developers when presenting to neighbors/residents
Legislators (town hall meetings, etc.)
Youth Service Bureau
Roseville Area Schools will be charged their own
prevailing rates for use of city facilities.

Dear Mayor Baldwin, Members of the City Council, and Mrs. Kriegler:
I am writing to express my appreciation for the afternoon
drop-in recreation program offered at Curtiss Field this summer.
This program was a wonderful opportunity for my seven year old
son Andrew to have a group of kids to play kickball or softball
with in a safe, supervised setting. The informal, drop-in nature
of the program made it a parent's dream come true! Chip Wolverton
did a great job of working with the kids. Thank you to all of you
for taking a chance on an innovative program - it was a great
success! I hope the program will be offered again next summer.
We have been very pleased with the recreation
Falcon Heights offers throughout the seven years
been involved in them. The staff is outstanding
make an effort to get to know the kids and they
kids in a very positive and encouraging manner.
