Park Capital Improvement Program ADJOURNMENT PARKS AND RECREATION COMMISSION MEETING MINUTES 8/9/93 Members present: Carol Huso, Lloyd Jacobson, Morris Nicholson, Steve Schugal, Jyneen Thatcher, Carol Weisberg; Carol Kriegler, Parks Director and Sue Gehrz, Council Liason. Minutes from meeting of 6/14/93 were approved. Carol Huso will be moving out of the area, therefore leaving the Commission. She was thanked by the other members of the Commission, for her hard work over the past years. As a momento, she was given parts of a playground model in honor of her work towards improved playgrounds in the city parks. D-i. Community Park Prairie Planting. Jyneen reported the status of the prairie planting project. The county work on the wetland area and along Cleveland Ave. is expected to be completed by October 1. According to Landscape Alternatives, Inc. (-the anticipated source of seedlings) site preparation should be started soon, to eradicate the brome grass and thistles that are the predominant vegetation present. It has been their experience that unless the existing vegetation is aggressively attacked, the prairie will be overrun by the existing vegetation, with the planting effort completely negated within a few years. The recommended, and generally accepted, method of site preparation includes application of glyphosate by a licensed applicator. Because of the extensive growth of invasive grasses and weeds currently there, several applications may be necessary over. several weeks. Carol K. is looking into the hiring of a suitable contractor for site preparation. Hrian Malzer has received clearance for his proposal to organize and lead a prairie seedling planting as an Eagle Scout community service project. He will be organizing the crew of other scouts and interested community members, meeting with Landscape Alternatives, Inc. to discuss plant selection, and arranging for publicity for the project. Morris reminded us of the equipment needs for this effort, including planting trowels and buckets for watering the seedlings. The seedlings will be concentrated along the walking path, near the wetland and along the Cleveland St. sidewalk. The new sign for the park will be ordered, similar to that at Curtiss Field, to replace the existing wooden sign at the corner of Cleveland and Roselawn. Additional showy prairie plants will be placed around the new sign, to link it to the prairie. D-2. University Grove Park Improvements. Carol K. reported that the City Council approved the improvement plan, as well as approving the itemized expenditures. Timing of the improvements should not be affected by the street improvements. The street work and sidewalk should be completed within the next. few weeks, and it will take at least that long for ordering and delivery of the park improvement items. The sidewalk contractor will be asked about laying the slab for the warming shelter, although the remaining concrete work (footings for basketball standards, baseball backstop, and benches) will probably be done by a different contractor. A workgroup CCaro1 W., Jyneen, and Carol K.) will meet on 8/17 to specify park improvement items. When the City Council approved the plan they recommended using recycled materials, for items such as benches and tables, whenever possible. The Commission agreed, but also expressed interest in continuity among the parks.. Plantings for Grove park will wait until spring, at the suggestion. of Linda Treeful, the city forester. She looked at the vegetation along Coffman St. and feels that some of the trees are worth saving, but most of the trees and shrubs are not.- She will be asked to make a second evaluation of which trees to protect and save. The issue of .the tennis bangboard was revisited, following specific requests from two families. At this time, the Commission prefers to not install a bangboard, based on the number of complaints about the old one, the volume of opinion expressed by the community against the replacement with a new one, the potential safety issues of a large expanse of wall (especially adjacent to the hardcourt area) and the maintenance issues arising from the inevitable graffitti. However, to remain responsive to the desires of the neighborhood, the Commission is willing to reconsider the issue in the future, should the above factors change. In view of this, Carol K. will get an estimate of cost. D-3. Election of officers. Following the resignation of Carol H., Carol W. nominated Jyneen as chairperson of the Commission. As there were no other nominations, Jyneen accepted the position, and will continue as secretary. D-4. Other business. The ice cream social was a success. The Commission members especially enjoyed the opportunity to mingle with the guests, with the Lion's Club members offering to serve the ice cream. Some vandalism has occurred at both Curtiss Field and the Community Park. At the Community Park, the new pop machine was vandalized. It may not be replaced by the vendor. The next scheduled meeting date will conflict with a Brimhall School event, and will consequently be changed to September 20, 1993. ~ ~ ~~.~~, neen Thatcher, Secretary Falcon Heights Parks and Recreation Commission. Meeting-Date: 9/20/93 Agenda Item: D-1 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Community Park Prairie Planting SUBMITTED BY: Carol Kriegler, Park & Recreation Director REVIEWED BY: EXPLANATION/SUMMARY: As a part of the Cleveland Avenue project, larger wetlands emerged to collect storm drainage along the west side of Community Park. The adjacent areas are graded with gradual slopes and are scheduled for wetland and prairie seeding about October 1st. A community prairie seedling planting event is tentatively scheduled for Saturday, October 16. The event will also include park entrance sign installations by the Lions Club .and refreshments. Carol Kriegler will report on the county's work to date on this project. Specific details and plans should be made for the event scheduled on Saturday, October 16. Meeting. Meeting Date: 9/20/93 Agenda Item: D - 3 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Park Capital Improvement Program SUBMITTED BY: Carol Kriegler, Park & Rec Director REVIEWED BY: EXPLANATION/SUMMARY: Attached is a copy of city staff's preliminary draft of a 5 year park and recreation capital improvement plan. ACTION REQUESTED: Discussion of 5 year park capital improvement program. CITY OF FALCON HEIGHTS 1994 BUDGET DEPARTMENT: Park and Recreation ACTIVITY: Five Year Capital Improvement Plan ACTIVITY DESCRIPTION: This section ,provides planned improvements to the city parks system. ANALYSIS/COMMENTS: 1994 expenditures include trail and vita course improvements. The addition of a sand. volleyball court and replacement of lights, if needed, on the hockey rink and tennis court. These improvements will take place at the city Community Park. The city will also purchase trash receptacles for the parks. The $36,000 cost of these planned capital items are included as the machinery and equipment line item expenditure on page of the capital project fund section. The replacement and purchase of these improvement will have little impact on future expenditures. Note: Any capital improvements planned for Falcon Heights school grounds will be coordinated with Independent School District 623 which owns and operates the school facilities.
