MEETING MINUTES

Guest present: Donna Senauer, University Grove Park Task Force
Co-Chairman.
Minutes from March meeting were approved.
Agenda items for this meeting were reordered to accommodate our guest.
D-2> University Grove Park Planning Task Force Report: Carol W.
reported that the task force has substantially completed its work. The
end result has not been a unanimous plan (one dissenter on several
items) but the recommendations by the task force have taken into account
all the concerns raised. Overall guidelines for the park are to
continue a low profile, remain user friendly, maintain security and
safety, and maintain the neighborhood atmosphere. Specific
recommendations are noted on the attached report, distributed by Carol
W. and are subject to presentation to the community at a later date.
Some discussion of the specifics was held to clarify or explain the
decisions. The Commission agreed that safety was a primary concern, and
should drive many of the changes, such as around the play equipment.
Carol K. has spoken with Vince concerning a water hook-up. The feeling
is that it would not be financially reasonable to connect with the city
water system, with a cost estimate of approximately X5000.
• Jyneen distributed copies of the preliminary plan resulting from the
task force's work, and explained some of the recommendations, and how
they resulted in the plan.
Sue noted that the Human Rights Commission is currently reviewing
all city facilities in relation to the Americans with Disabilities Act,
1990. Carol K. suggested getting an evaluation of the existing play
equipment for accessibility, and making improvements selectively. As
the equipment does not appear to need replacement at this time, major
changes will be made as the need arises. Carol H. will check with the
Human Rights Commission for recommendations for park improvements, such
as the play equipment, and path width.
The existance of a memorial plaque in the park was reported. While
memorial elements, such as trees or benches, may be encouraged for
public involvement, the design will be standardized. The existing
memorial will be retained as part of the park heritage, as long as it
poses no hazard.
Marcia reported that kids are playing on the bangboard supports.
Carol K. noted that Vince knows this is a problem, and will be removing
the posts as soon as possible.
A neighborhood meeting for presentation of the preliminary plan is
scheduled for Thursday, May 13. It will be held at the park, or at city
hall if it rains. Sue felt that a formal public hearing may not be
required, but would be desireable. A flyer announcing the meeting will
be hand delivered to neighborhood residents, including 1666 Coffman.
Additionally, the task force will meet at the park on Monday, April 19
with raindate of April 26.
• D-1 Playground Program: Carol K. reviewed the ideas for the open
playground summer program. The City Council has suggested exploring
various options regarding volunteer contributions for fundindg the
program. Sue reported that the Council is looking at this as a pilot
• program. Although they are unanimous in their support of the program,
there were concerns about the fiscal aspects, resulting in the pilot
program status.
A new flyer will be designed, requesting registration information
for emergency contact, and noting that although there is no fee required
for participation, a suggested donation of X10 would help offset costs.
Several commission members stated their concerns that this program may
be perceived as "day care". Sue suggested expanding the program to
include adult volunteers as skill mentors. Carol K. will work on a
flyer for adult recruitment, which could also ask for a financial
contribution. For addition fund-raising, Carol H. suggested a donation
bucket during the ice cream social. The prices for the pop or juice
vending machines could be raised, with a sign posted stating the profits
go to support park programs.
A task force including Sue, Morris, Carol H. and Carol K. will meet
to discuss and flesh out an approach to the programming, volunteer
recruitment and donation gathering. First meeting of the task force
will be held on May 3, from 8-9:30 AM, at City Hall.
D-3 Falcon Heights School Facility Planning: Carol H. noted that Kathy
Ciernia had not received a survey, although she was one of the original
planning participants. Morris reported having spoken with John Tine and
Ellen Blank.
Carol K. reported some of the new developments, including a notation
that the current gym is smaller than the size given earlier, therefor
• the new gym will have a greater enlargement over the old. The new gym
plan includes using the small multi-purpose room as one station.
Generally, the site-based management perogative allowed the planning
committee to decide to increase classroom sizes by moving walls rather
than gaining more gym space. Carol K. showed a preliminary copy of the
new plan, which shows no fourth corridor, tnot enclosing the north
courtyard) and the new gym built on the east side of the school.
The Commission agreed that the school planning is not an issue for
us to work on. Further discussion of the grounds work will be postponed
until the building plans are solidified.
D-4 Greening Resolution: A resolution recommending the City Council to
adopt a policy encouraging "greening efforts" on city improvement
projects (prepared by Morris and Jyneen) was presented, moved by Morris
and seconded by Carol H. Discussion was brief, but noted the high
visibility and high pollution of the Snelling-Larpenteur intersection.
The resolution was passed unanimously, for submission to the City
Council.

ITEM DESCRIPTION: University Grove Park Improvement Project
Planning

EXPLANATION/SUMMARY: A University Grove park neighborhood task
force met several times this past winter and early spring.
Their mission was to interpret the "University Grove Park
Survey" and develop a preliminary park plan proposal. This plan
was then presented at an open neighborhood meeting on Monday,
May 24 at 1666 Coffman. Attached is (1) a site plan for the
proposed plan, (2) a budget estimate for proposed improvements,
(3) an outline of possible shelter options and (4) letters
received concerning proposed improvements. A report will be
made at the June 14 commission meeting regarding input received
at the May 24 neighborhood meeting.
ACTION REQUESTED: Discussion and possible approval of a
University Grove Park improvement plan.

Dear CArol,
Thank you for considering our Heritage Design Shelter.
The information you requested is attached.
Please note the following.
- DAYTECH can color match to the Forest Green you desire.
Please provide a color sample for us to match. In the
meantime, I have asked our. shop to provide a couple of the
dark greens we have supplied to other clients (ie: GripGard
456, G-3).
- The overall shelter dimension will be 6' x 12' (approximate),
with one door opening in front.
- The wall glazing will be unbreakable polycarbonate; however,
if a heritage design is included , the wall glazing must be
clear, uncoated polycarbonated (ie: GE Lexan 9034) and not
coated polycarbonate (ie; GE Lexan MR5000). The design can
not be silkscreened onto coated material.
Please review the attached information and let's discuss the next
step.

Dear Carol;
You are to be commended for a very good job of covering. the
proposed plans for Grove Park at the meeting on Monday evening. I do,
however, continue to feel that it would not be in the interests of 1.666
residents, to have the proposed walkway contiguous with our service
lane. I have learned since the meeting that our property ends at the
service lane, not 16 feet south as was suggested at the meeting.
The service lane is primarily a fire lane and should not be used as a
pathway for hikers, bikers or roller bladers. There 'rs, as you would agree,
a liability issue. here as well as a traffic concern.
I would like to see the plan changed to have the walkway define the
parameters of the Park, with a path paraAeling our service lane but set on
the south side of the existing trees and shrubs.
The undersigned persons who live at 1666 Coffman concur with my
thinking on this issue.

You and your staff. are to be complimented for an excellent presentation on the
proposed changes in Grove Park. It was a good forum for those who will be
impacted by the park to present their views.
One of your staff asked me how. many homes at 1666 would be affected by park
lighting. As you know the building is H-shaped. There would be six homes
on the southwest end of the building nearest the park. We live on the inner
courtyard side of the southeast wing which encompasses 9 homes. That gives
a total of 15 directly affected by any light-spill. I have been particularly
vocal as the brilliant orange lens of that inappropriate high-intensity light
is truly baleful. However, I am comforted by your assurances that you will
keep this in mind in selecting park lighting.
I served for five years on the Lauderdale City Council during a time when we
improved our city park at Roselawn and Fulham. Improved picnic tables, grills,
and lighting provided a perfect atmosphere for the gathering of young people
spring, summer and fall to the distress of bordering homeowners. It is my
thought that the construction of a gazebo with the mentioned "security Qighting"
will prove toq~he same headache. A Grove homeowner at the south end of the park
did make this comment. I support the comments of another Grove owner who
favored a take-down shelter for winter skating. I think you would find this
most satisfactory in the long run. I speak from experience when I say that
Lauderdale had many, many difficult times over beer parties and late night
gatherings in our "improved park." The city was forced to have regular police
patrols to keep it within acceptable bounds.
Another item for your consideration is the proposed pathway to intersect 1666
Coffman's service road. There were some concerns offered, but I do not recall
any concrete acceptance. To use our service lane as a connection back to Coffman
St. from a hard-surfaced pathway would most assuredly invite roller-bladers,
s~$~boarders, bicyclists, and even pedestrians on to our property. Such usage
o ,~ ard-surfaced drive and very large patio (already used by children on bicycles),
even though innocently, would put our association at risk fora liability lawsuit
in case of injury.. Our Board of Directors has not had the opportunity to think
this possibility through, and they certainly should before implemention of a
pathway with a direct connection through the park to our service drive.

expanded to include an "open" playground program from 1:00 -
3:00 P.M., Monday-Thursday at Community Park and Curtiss Field.
The program is scheduled to begin June 28 and run through mid
August. Carol Kriegler will report on work to date in
preparation for implementation of the program and community
response received thus far.

EXPLANATION/SUNIlKARY: The annual Falcon Heights Ice Cream Social
is scheduled for Thursday evening, July 29th. In previous
years, child-oriented musicians (Splatter Sisters, Ducktails,
Tina and the Toons) have been contracted for providing
entertainment. It has been suggested that in an attempt to gain
more community-wide attendance at this event, we might consider
providing entertainment with wider appeal. Carol Kriegler will
report on possible entertainment options and their associated
costs.

Re: wind screens on tennis courts
We play tennis frequently at the courts on Raselawn and
Cleveland Avenues. The courts are in excellent condition
but there is one request that we tennis players would like
to make.
It surely would be helpful if wind screens could be
installed on these courts. Xou probably would not need them
on the east side because of the protection of houses but the
other three sides are quite open to any wind and it would
really help to have some protection.
We have noticed that there are a lot of improvements being
done to the parks in Falcon Heights so we thought this could
be added as another request for improvement.
