Falcon Heights School Update a L ADJOURNMENT f PARKS AND RECREATION COMMISSION MEETING MINUTES 12/14/92 Members present: Carol Huso, Lloyd Jacobson, Linda McLoon, Morris Nicholson, Steve Schugel, Jyneen Thatcher, Carol Weisberg; Carol Kriegler, Parks Director; Sue Gehrz, City Council Liason. Minutes from November meeting were approved, moved by Morris and seconded by Linda. 13 Commission members' expirations and reappointments - Linda has served the maximum term on the Commission, and will be leaving. Carol H. presented her with a toy swing-set, as a tribute to her contributions to the Commission and the City. Jyneen volunteered to serve as secretary for the coming year, and was approved by general acclamation. Dave Wickhem has officially resigned, but Carol K. will continue to contact him regarding Curtiss Field. Carol K. has sent a letter to the Board of 1666 requesting a representative, aiming for the January meeting. Lloyd offered to pick-up or drive the representative if transportation to meetings is a problem. 2) University Grove Park improvement planning - The survey sent to Grove residents had a great return rate. Significant results indicate a wide range of opinions, with Sue noting an additude of "not in my back yard". The main concerns appear to be over night activities and noise problems. Carol W. presented the results of the meeting with the children C2 teenagers and 9 elementary or pre-school). They appear satisfied with current conditions, requesting only modest additions to the park: a fire-pit and windbreak near the skating rink, a baseball backstop, lights for skating and football, and modest improvements to the play equipment. They expressed no concern for the tennis bang-board, or for improvements to the playing fields. The children did complain of "college kids" playing broomball, causing problems to the ice. The survey also revealed a large percentage of the residents are nearing age 65. Carol W. and Linda said that a turn over towards younger families is expected within 5-10 years. Sue felt this was consistent with the rest of Falcon Heights, and not unexpected. Carol K. suggested that due to the many complaints regarding the tennis bang-board, and the little support for its current condition Cpoor repair and position), we should consider removing it now, before the planning of the park. We all agreed this was best, for practical reasons and as a show of concern for the public opinions expressed over the years. Carol W. reported 4-S volunteers for the planning task-force, with Carol K. reorting an additional i-2. Sue suggested that one of the teenagers who participated in the planning meeting be invited to join the task-force. This task force will work on set guidelines for reconciling or moderating the different opinions stated on the survey. Carol W. will join the task-force, and Carol H. will meet with them initially to give them their "charge". Carol K. will meet with the task-force to report back to the Commission at the April meeting, prior to a public town meeting to present recommendations. Jyneen indicated her willingness to consult with the task-force on design issues. Morris suggested that with the survey responses in favor of gardens or landscape improvements, and the expected street improvements planned 1 for the city, that the Commission should consider adopting a resolution supporting "greening" projects. 3) Falcon Heights School improvement planning - Carol K. reported that the educational blueprint is continuing The architectural planning will start on Jan. 19, 1993. The proposed survey has been reviewed by the school sub-committee, and a representative from the district community education department. They requested inclusion of questions regarding passive Cnon-athletic) facilities, such as meeting areas and arts-crafts space. Carol K. amended the survey to reflect improvements beyond just groundswork. The architect has asked to see the results of the survey, as part of their planning process. The survey will be sent out in early January, to be returned later in January. A cover letter will explain the timeliness of this collaborative effort. 4) Ice rinks - Carol K. reported that we have a good staff lined up for ice rink care, with a dedicated team taking care of Community Park and Curtiss Field rinks. Public Works will continue to handle Falcon Heights School and University Grove. There have been problems so far with the weather not being cold enough, and not enough snow to form a barrier around the pleasure rinks for holding the water in place. Carol W. noted that there still is a problem with dog droppings at the Grove; informal signs will be posted, if possible, plus a reminder of the city ordinance concerning dogs in city parks will be placed in the next newsletter. 5) Winter special event - After a brief discussion of small-town values, it was decided to hold a winter special event, patterned after last years Groundhog Festival. It will be held on Feb.7, from approximately 2-4 pm. at Community Park. Meeting adjourned at 8:45pm. Meeting Date: 1/11/93 Agenda Item: D-2 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Dead of Winter Inspirational Event February 7, 1993 SUBMITTED BY: Carol Kriegler, Parks & Rec Director EXPLANATION/SUMMARY: The 2nd annual "Dead of Winter Inspirational Event" is scheduled for 2:00-5:00 p.m. February 7 at the Community Park. Last year's event included: A snow sculpturing contest, skating party (in the slush), treasure hunt, kid's games and races, and refreshments. A report will be made on the work to date regarding the neighborhood recreation facilities survey.
