ADJOURNMENT MINUTES PARKS AND RECREATION COMMISSION MEETING • November 9, 1992, 7:00 p.m. Members present: Carol Huso, Lloyd Jacobson, Morris Nicholson, Steve Schugel, Jyneen Thatcher, Carol Weisberg, Carol Kreigler, Park and Rec. Director, Sue Gehrz, Council Liason. Members absent: Linda McLoon, Dave Wickhem. 1. Minutes from previous meeting were approved. Carol K. gave update on Harold Jensen's position, that he appears willing to serve on the Grove Park task force, but not necessarily on the Commission. She will contact him again to ask about getting a representative from 1666 Coffman. 2. Grove Park Improvement Planning. Carol W. reported on her progress with the survey, and that she has received 2 volunteers so far for the task force. After reviewing the survey draft, we all agreed that it was a great job. We discussed some additions and subtractions of questions, especially on how detailed or generic the questions should be. A request had been submitted far a specific game - a chess game with 3' high pieces. It was generally felt we should keep this level of survey broader, with a question asking about provision for other games (including horseshoes, bocce and chess). A question was raised regarding the legality of campfire pits in the park; Carol K. will research that. Carol W. will revise the survey and provide mailing labels as available. The survey will be mailed by the City, with return envelopes provided. We will attempt to deliver the surveys to 1666 Coffman without the need for postage. Sue informed us of street improvement planning going on at this time fvr the Grove. It includes provision for a bike path on the east side of Coffman, as part of the county trails network. It is not known at this time if an offstreet path or bicycle lane is favored. Several commissioners voiced a preference for an offstreet sidewalk, for better access to the park from the neighborhood and for the residents of 1666 to the park and neighborhood. The subject of maintenance (shoveling) of this sidewalk was brought up and discussed briefly. Jyneen requested that the Parks Commission be kept informed of this improvement planning, as it relates to Grove Park. 3. Falcon Heights School Improvement Planning. Carol K. presented an update. An architect has been selected - Cunningham, who did the study. The target date for construction has been pushed back, to allow mare time for planning the "Educational Blueprint" for the school. We have been asked to slow down our planning to accommodate their planning process. City Council will be discussing the nature of this cooperative venture at their workshop Thursday evening. Roseville will be contributing approximately X250,000 to each Roseville school for improvements, and the Commission briefly discussed the implications of comparisons between the finished school projects. Carol K. raised the question of how hard we should push for ties to the new gym, and therefore how far should the survey be circulated. After discussion of problems or concerns with gym usage - adult groups, payment for F.H. . Park use, preference given to Roseville Schools events - it was decided that surveying the homes in Falcon Heights and within the F.H.School area would probably give an adequate sampling of city opinion on gymnasium access. Jyneen forewarned us that a tendency for schools to implement an environmental studies program may result in a request for • participation, if that is part of the school's educational blueprint. 4. Ice rink update. Carol K. is optimistic for good ice this year, and hopes to have rinks open before Christmas. An experienced ice superintendent has been hired and there has been good response to ads far flooding personnel. 5. Sign landscaping. Morris reported that Andy Malzer, an Eagle Scout candidate, has expressed an interest in working on the landscaping around the Community Park sign, with Jyneen as professional advisor. As other scouts have expressed similar interests, Morris requested that the project be granted to Andy, as the first candidate. Motion seconded by Carol W. 6. Meeting adjourned at 8:50. Submitted by Jyneen Thatcher, in the absence of official secretary. • • Meeting Date: 12/7/92 Agenda Item: D-1 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Grove Park Improvement SUBMITTED BY: Carol Kriegler, Park & Rec Director EXPLANATION/SUMMARY: Progress has been made in assessing the University Grove's residents' needs and desires for their neighborhood park. A survey was distributed in mid November and a good number have been returned. Surveys will be tabulated and made available at the meeting. A focus group for children was held on December 6 and a report will be made on thisevent at the meeting as well. Also, there has been some response and inquiry by a number of residents interested in taking part in the task force. Meeting Date: 12/14/92 Agenda Item: D-2 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Falcon Heights School Update SUBMITTED BY: Carol Kriegler EXPLANATION/SUMMARY: Carol Kriegler will update the commission as to the Falcon Heights school facilities committee's work to date, proposed processes and timelines. A report will be made on the work to date regarding the neighborhood recreation facilities survey. Meeting Date: 12/14/92 Agenda Item: D-3 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Ice Rink Update SUBMITTED BY: Carol Kriegler, Park & Rec Director EXPLANATION/SUMMARY: Carol Kriegler will update the commission on staff's progress in preparation for the coming ice rink season. Meeting Date: 12/14/92 Agenda Item: D-4 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Winter Special Event SUBMITTED BY: Carol Kriegler, Park & Rec Director EXPLANATION/SUMMARY: Last year the commission conducted a mid-winter celebration for Ground Hog Day. The commission might want to consider holding this event again this year or something like it. Meeting Date: 12/14/92 Agenda Item: D-5 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Commission Members' Expirations and Reappointments SUBMITTED BY: Carol Kriegler, Park and Rec Director EXPLANATION/SUMMARY: Several commission members' terms expire December 31, 1992. Most are eligible for a 3 year reappointment. These members need to consider a commitment of a second term while we say farewell and thanks to Linda McLoon for her six years of dedication and service to the commission and city.
