Also this meeting date has traditionally been a conflict for a number of members as both area elementary school PISA meetings are also held on this evening. Please mark your calendars now and plan to attend October's meeting (October 12). We should then begin the process of planning for the University Grove park project. I hope to see you then. Also, enclosed is a copy of "Keeping Up", a publication of the Minnesota Recreation and Park Association. See the "Spotlight on Falcon Heights" article. HOME OF THE MINNESOTA STATE FAIR AND THE U OF M INSTITUTE OF AGRICULTURE PRINTED ON RECYCLED PAPER • MINUTES PARKS AND RECREATION COMMISSION MEETING AUGUST 12, 1992 7:00 p.m. MEMBERS PRESENT: Carol Huso, Jyneed Thatcher, Lloyd Jacobson, Carol Kriegler, Park and Rec Director, Sue Gehrz, Council Liaison MEMBERS ABSENT: Carol Weisberg, Morris Nicholson, Linda McLoon, Dave Wickhem, Steve Schugel 1. Recreation Program Publicity Procedures. Item was tabled until next meeting. Commissioner most interested in item was not present. • 2. 1993 Budget Planning. Members present examined the capital improvement program. comments were made. Community Park staff draft of the parks The following questions or signage ($2,500) - Some discussion about the number of park entrance signs. Is one sign located at Northwest corner adequate or should there be a second sign for those entering from the east? Feeling was that there should be a sign on Roselawn as well and that since this could probably be modest in size, money budgeted is adequate. Trail Rehabilitation ($6,000) and Vita Course Improvement ($10,000) - There was some question and discussion about the timing of these improvements. Consensus was that it would be better to wait until 1994 when the county should be done with the Cleveland Avenue project. • Basketball Court Improvement ($6,000) - Hardcourt area is to be resurfaced yet this fall along with tennis courts. This money is for the installation of as many as 4 basketball standards with extenders. There was some question about the number of standards needed.. Jyneen Thatcher requested that the raised lip on the hardcourt be repaired. Carol Kriegler will consult with Scott Midness about the configuration of the court and subsequently about the number of standards and about the specifications for repair of the raised lip. • Curtiss Field Fence Replacement .($2,000) - Fencing to include south side of tot-lot and possibly west side as well. All felt that fencing along pond should be based on available research and insurer's recommendations. Feeling is that fencing along pond should be much like fencing around a swimming pool. Landscaping - Jyneen pointed out a reduction in land- scaping. Carol Kriegler explained that now that the park is developed, there are few places for landscaping that won't result in a reduction of useable space. Realistically, there are few opportunities for land- scaping. Ballfield - Budgeted amount for a ballfield will allow for ag lime in base areas. Carol Kriegler expressed concern about cutting an entire infield. This would leave very little open green space, making the area less versatile. University Grove Carol Kriegler expressed city administrator Susan Hoyt's desired approach to planning for major improvement projects. Basically the method involves allocating a dollar amount for "park improvements" without yet being any more specific. This creates fewer preconceived notions about the project until the planning process begins and the community has had an opportunity for input. Commission members were comfortable with this approach but expressed concern that this would mean that the money would have to be spent all at once. Carol Kriegler said that the method was intended to be less constraining and that should not be a concern. Sue Gehrz expressed the need to solicit input from the Grove Homeowner's Association. Falcon Heights School Carol Huso expressed concern about too few dollars being allocated here in relation to other park projects. She advocated that "miscellaneous improvements" be increased from $10, 000 to $20, 000 in 1995. She requested the total amount be sufficient to cover all potential improvements. Meeting was adjourned at 9:00 P.M.
