PARKS AND RECREATION COMMISSION MEETING
August 12, 7:00 p.m.

1. Programs
Sam received a letter from Sue Hoyt, asking the commission to consider program
fees and t-shirt cost. The average direct costs for the summer programs/kid is
516.89. Our average fee is 514. After a great deal of discussion, the commission
agreed to raise the fees to cover the direct costs, to 517 for Falcon Heights
residents and to add a 53 non-resident fee for those who don't live in Falcon
Heights, as is done in other communities, including Roseville. This fee would be
uniform for each program. We unanimously agreed that t-shirts were necessary
for the team sports. It would be too much extra work to sell the t-shirts
separately, and if all the kids didn't have one, some of the. sports, like soccer,
would be impossible.
2. Budget
. Carol K handed out the budgets that she and Steve Schugel had worked on.
Some specific points: the newsletter costs were moved from materials and
supplies to the program budget and reduced to 5700 from 51000. Carol K would
try to avoid duplication of the material to families by only putting an abbreviated
version into the regular city newsletter, with basic information but no registration
form. We went over the Capitol Improvements plan and moved some items to
earlier years. At the Community Park ~(CP) the ball field repair was moved from
1994 to 1992. Waste receptacles were added, 3 for CP and 1 for Curtiss Field
(CF). We discussed whether to asphalt the running trail and increase its use to
bikers and skaters, or to keep conflicts of the space down by keeping it an egg
lime path. Jyneen also brought up handicapped accessibility. We also discussed
whether we should move this expense to 1993. Further discussion was tabled
until a future date. At CF, we moved interior benches for the new building to
1992, moved the backstop and ball field re-do from 1994 to 1993, and discussed
the possibility of adding a bang board. The commission would like to see one put
in there, especially as the community meeting brought up the desire for one at the
park. It also gives the older kids something to do at the park. Thanks to Carol K
and Steve S for all their work on the budget.
3. Curtiss Field Update
The building project has gone slower than desired. Dahn builders was dealt with,
and Scott thinks that the project will still be on time. Aaragoni Brothers, the site
preparers, were upset. If the building is slow, the site may not be seeded until
spring. It will also be split seeded, and so either way, we can flood a rink in the
• winter.
• 4. Open House and Park Dedication
The Park Dedication will be on Oct. 12. We discussed whether to have it short or
may it an all-afternoon open house. Carol K leans toward the latter. There will be
entertainment, a group called the Flyers, food (maybe served by the Lions), and
other activities with a flight theme. Linda suggested a paper airplane flying
contest. Carol H suggested renting a flight simulator ride like they have in
Rosedale.
5. New member
Carol K indicated that Deborah was able to recruit someone from the Grove to
replace her when she moves. Her name is Carol Weisberg.
6. As there was no further business, the meeting was adjourned at 9:00 p.m.
