Idaho/Snelling Improvement Project Update 4. Parks Capital Improvement Program Bids were received on May 30 for the Idaho/Snelling site improvement portion of the project. Bids came in very close to the projected estimate. Building bids will be opened on June 6. HOPE YOU CAN ALL MAKE IT TO THE PICNIC FRIDAY NIGHT IN RECOGNITION OF COMMISSION MEMBERS. • MINUTES PARKS AND RECREATION COMMISSION MEETING May 13, 1991, 7:00 p.m. Members Present: Linda McLoon, Steve Schugel, Jyneen Thatcher, Jeff Johnson, Dave Wickhem, Lloyd Jacobson, Carol Kriegler, Parks Director, Sam Jacobs, Council Liaison Members Absent: Mike Farrell, Carol Huso, Deborah Weiland 1. Appointment of Officers Jeff indicated his willingness to continue as Chair. Carol Huso, in absentia, indicated that she was also willing to serve as chair. Since several members were absent, the issue was tabled. 2. Community Park Bldg./Grounds Update Carol K gave a summary of what has gone on. The city council authorized the purchase and installation of kitchen cabinets, a range, refrigerator and dish washer. Hopefully they will be in by the end of the month. The 30 day period for the seeding has elapsed. The ground has been very muddy, preventing seeding. The sodding is not weather contingent and that • was not done. Carol K said they tried but never seemed to coordinate the ground preparation with the seeding efforts. They were told that by next Wed. if it is not done to specs, their contract will be terminated. The city will award the contract to an outside landscaper, hopefully on May 24. The city attorney is submitting this to Jefferson Construction Co. in writing. 3. Idaho/Snelling The ad for bids went out. May 30 is the bid opening for both the building construction co. and the landscaping. Carol K told Scott we needed the most for our money. Scott thought utility hook-ups should be billed directly to the city, since the city is usually charged less than an independent contractor. The building budget can't really be cut. The only add/alternate was a wood shingle roof. Construction will hopefully start mid-June. 4. Playground Equipment We may have the playground co. install it or maybe the general contractor, depending on who would be cheaper. We will send RFPs to three playground companies, listing desired features, with the instruction not to exceed S 16,000. The bid will be in 2 parts, the equipment itself and then the installation. We discussed the plan itself. Design to include: 2 sections (one for older and one for younger kids), 2 spring toys, a fire pole, traditional swings, some type of suspension bridge, 2 diggers, hand-over- hand rings, chin up bar, cargo net, track ride, spiral slide, short double wide slides (for 2 kids at once). Bid requests will be sent to: Landscape Structures, Miracle, Timberform, Iron Mountain Forge. • 5. Name the Park Contest Carol K will put an ad in the June newsletter, to include a cut out form. It will also go home with kids at Falcon Hts. Elementary School. We will decide the winner at the next park board meeting. We agreed a prize would be nice. Much discussion followed about whether to solicit a donated prize or to just buy it. Tune in next time.... We will have a dedication of the new park, maybe after the fair. 6. Rental Fee Revision Carol K handed out a fee schedule for park building and grounds rental. Carol K indicated that there was a lot of interest in using the building for 1-2 hours. Fee revisions are as follows: 520 for less than 2 hours at the community park building or new Idaho/Snelling bldg. (consistent with use of council chambers). This does not include cooking in the kitchen. (A coffee pot is OK). The ball fields will be 510/use not to include bathrooms or 520/use to include bathrooms. The ice rinks would be 520/use since it includes a number of utility uses (lights, warming house, rink attendantl. Ice rink would be 510 at the Grove. Seasonal use would be 575 without bathrooms and 5150 with bathrooms at the Community Park and 540 for the other parks (except 580 with bathrooms at Idaho/Snellingl. • 7. Capitol Improvements and Budget The Community Park needs the following: lights for the pleasure rink, pathway lighting, landscaping. The running path is also in bad need of repair and overhaul. The park also needs 2 more spring toys, tennis court resurfacing, etc. The Big Toy also no longer will comply with safety regulations when the new ones come out. We need to think about how we will respond to the new guidelines. The east end by the playground needs evergreens as a buffer to the homes at the edge of the park (since the other plants were cut down by the city). Carol said it would cost 52500 to remove the stumps and plant the evergreens needed. The cabinets etc for the building cost about 58,000. This would spend the entire capitol outlay budget for that site for this year. What this really means is that the Capitol Outlay budget needs to be substantially revamped, especially in light of the grant received for Idaho/Snelling park. Carol K, Steve and Jeff indicated they would get together to do this. There was also a request for a locking gate at the Hole at night. We will try to implement a "Park Watch" program in coordination with the Neighborhood Watch program already in effect. Carol K will ask Jerry Ruttiman if he can come to the next Park Board meeting. 6. As there was no further business, the meeting was adjourned at 9:45 pm. Respectfully submitted, ~~
