Winter/Spring • Minutes of the Parks and Recreation Commission Meeting 7:00 P.M., Monday, October 8, 1990 Members present: Connie Lasser, Linda McLoon, Deborah Weiland, Carol Huso, Jeff Johnson, Lloyd Jacobson, Sam Jacobs, Council Liason, Carol Kriegler, Park Director, Jyneen Thatcher, Steve Schugel 1. Park Building Update Carol K. went over a list of 1~ items with Scott Midness and the contractor on the park building. The most immediate things outside included: fixing the ponding at the skating sites, the southwest corner that they have ignored, the lack of sod in a number of other areas, the strip along the boulevard. There is another list of indoor items that need to be corrected. Carol K. stated that she felt the contractor would finally take care of these things. Carol also indicated that Vince had sunk posts in order to put a chain over the pedestrian paths. We all agreed that it was ridiculous to impede walking along these paths, and that the posts should be removed. Vince has been instructed NOT to put up these chains. Carol received a quote for the staining and painting of the inside of the building, the exterior trim and a second exterior coat. This should be done in the next several weeks. Linda asked if there was some way to have the bathrooms open on a trial basis on the weekend afternoons. Carol thought a ParkWatch program should be instituted. With that in place, it might be an appropriate time to try to open the bathrooms and see what happens. Then we can say we tried. Both Carol H. and Linda indicated that they would talk to neighbors about a Parkwatch program. Connie thought Jerry Rudiman might be a person to talk to. He is the Roseville Neighborhood watch coordinator. 2. Open House/Halloween party The open house/Halloween party is set for Tuesday, October 23. There is a full page ad for it in the Newsletter, due to be delivered this weekend. The open house is from 6-8. Bob the Beachcomber will perform from 6:30 - 7:15. We will serve the big cake from the Falconeer. Carol K asked for ideas for games etc. Carol H recommended a pumpkin carving or decorating contest (the pumpkins will be brought already decorated or carved). Other ideas: a basket toss, a haunted fire engine etc. Carol asks that we call her if we get any brainstorms. • • 3. MDTED Grant Application - Idaho/Spelling Park On Thursday, Sept. 27 three people from the granting agency came and looked at the park. Carol had minimal notice but managed to round up 4 moms and their kids. Carol thought the site visit went well, as it helped indicate that the public was interested in the park. There were 60 applications, 10 metro and the rest outstate. Of the dollars available, 1/2 is scheduled to go Metro and 1/2 outstate. Carol thought we had one of the cheaper projects. We should hear mid-November. 4. Ice Rinks Carol hoped to alleviate the complaints about bad ice. She will still check the ice regularly and instruct when and where flooding should occur. Carol wants to have 2 job descriptions: 3 rink attendants, who will monitor the rinks from 4-9pm weekdays, 10-10 Sat, and 1-9 Sun and 10-10 on vacation days. Carol will supervise these people. The other job will be a rink flooders, who will be supervised by Vince. Carol will still monitor ice quality. Hopefully there will be more accountability this way. • Carol K indicated that we need a policy about snow removal from the ice rinks. Connie indicated that it would be nice to have an idea of Roseville's policy. Carol thought that they removed snow if the snowfall ended by 4pm Saturday, so that Sunday would still be available to skating. Any snow under 2" would be removed by the rink attendants. Vince has a new pick up truck with a blade and snow removal should be faster. We discussed the possibility that a temporary public works person could plow the rinks on Sat to save money for overtime. We agreed this would be a good idea. By consensus it was agreed that the Falcon Heights rink should be clearly posted "NO HOCKEY" for safety reasons. This will be publicized in Falcon Heights school literature also. 5. New Equipment The Kompan stuff has arrived. We need a letter to the Focus and Review thanking the North Suburban Youth Association and a letter to the Association as well. Linda said she would be willing to write this letter. Their money enabled us to buy spring toys, diggers, sand tables and a new sand box. The cost was approximately $2,465. • 6. Lion's Tree Sale Sam asked if there was another site besides the hockey rink where they could set up trees. They were going to be constrained by removing ALL snow from the hockey rink by contract and Sam felt the Lions couldn't sign such an agreement. A number of ideas were offered. We all agreed again that we were in favor of them using the Community Park as their tree sale site and hoped Sam could find a spot they liked. 7.
