Adjournment • Minutes of the Parks and Recreation Commission Meeting 7:00 P.M., Monday, February 12, 1990 Present: Linda McLoon, Connie Lasser, Jeff Johnson, Jyneen Thatcher, Lloyd Jacobson, Sr. Representative, Jean Suppes, Carol Kreigler, Park Director, Vince. Absent: Michael Smallpage. 1. Commission News Carol filled us in on the latest news from the city council. The city council has decided to look into having 7 member commissions. The. city has therefore put a moratorium on filling commission vacancies over that number until the issue is decided. The council is also going to wait and decide on a council liason when the newly appointed council member is chosen. Linda also brought up the fact that we are supposed to have a yearly vote on a chair and secretary. Since we haven't had one in a long time, she asked the members to give some thoughts on this issue. While she said she was willing to continue as chair, Linda indicated that if someone else would like to sit as chair she was happy to change hats, so to speak. No one jumped up to volunteer. It was decided to wait until the next meeting to hold a vote for new officers. Linda indicated her duties had been to call new commission members, write letters of appointment recommendation to the mayor and to write letters on • commission recommendations to the city council, mayor and city manager. 2. City Code Jan Weisner is looking into the entire city code and updating and rewriting it. It was requested that we all examine the sections on the Public Parks. and Facilities. There was a lengthy discussion about prohibition of alcohol in all city parks. Connie indicated that the commission already took a stand for the total prohibition of alcohol in the parks and the council chose to ignore that recommendation. We again agreed it was the best in terms of liability and possible damage to our new park building at the community park that we again write the City Code to disallow any alcohol use in any of the city's parks and facilities. Carol said she would have the City Code rewritten with all changes for us to reexamine at the next meeting. Carol also indicated that she would contact the Roseville police and the insurance company about enforcement and liability, respectively. It was also brought up that 45 minutes was too short a time on the tennis courts, and it was unanimously agreed to change that to 60 minutes in the code. 3. Blue Bird Houses A representative of the St. Paul Audobon chapter requested that they be allowed to put in and maintain 14 bluebird boxes along the fence at the Community Park. She indicated that these have been very successful in bringing back bluebirds to areas that they once inhabited. She indicated that the Audobon chapter would be responsible for their maintenance and cleaning. We all agreed it would be nice to have bluebirds around. Lloyd asked about the existing bluebird houses. She Audobon lady indicated that they were not currently being maintained and that their location was wrong to attract bluebirds. Carol said she would investigate to whom those birdhouses belonged prior to giving permission to the Audobon group to move them. Minutes • 4. Ice Rinks Due to the unseasonably warm weather the ice rinks are a mess. After lengthy discussion, it was agreed to give a try to bringing back the rink at Idaho and Snelling, since energy week was the following week, and all the school age children would be home. If Vince and Jay found it to be impossible after one try, we agreed to give it up for the season. 5. Park Building Construction Our timeline calls for putting out the bids in mid-February. Our long term lease was officially approved by the Board of Regents at the University of MN on February 8. Carol indicated that she had the Fire Marshal and Chief check the specs as well as the city engineer. Both groups had some questions, and all this would be investigated prior to sending out the bids. The Fire Marshal had some questions about emergency lighting, smoke detectors and a security system. They also indicated that wanted the building to have an automatic fire suppression system (that is, sprinklers). Usually this is put in buildings only if loss of life might result from a fire. Carol also indicated that these systems are usually prohibitively expensive. Carol said she thought it could be added as an add-on to the specs for the building and that way if the price was right, we would be able to put one in if we had sufficient funds. There is going to be a meeting on Friday, 2/17,at 9:30am. Scott Midness, the architect, the city engineer, Vince, Jan and Carol would all be there. All were invited to attend. Connie and Jean indicated that they would try to attend. 6. Programs All the winter programs were doing nicely. Almost all were full, including pillow polo. Carol indicated that she was going to attend an MRC conference and hoped to pick up some ideas for programming there. 7. Community or Park Watch Program Vince indicated that these programs help encourage pride by residents and users. Carol said she would look into programs in neighboring areas. r ~( •
