FALCON HEIGHTS PARKS AND RECREATION COMMISSION
MARCH 20, 1989
Members present: Pat Bush, City Council Liason, Bob Gehrz, Lloyd
Jacobson, Jeff Johnson, Carol Kreigler, Parks Director, Connie
Lasser and Linda McLoon
Members absent: Kirsten Eckberg, Tom Montain, Jean Suppes
1. Carol Kreigler started by reviewing some of the events of the
last month. We received our grant from the Minnesota Beautiful
organization. We received the total allowable, which was
$25,000. It is for rebuilding our park building in the community
park. The only stipulation was that it be spent by December 31,
1989. This puts the pressure on to get our park plan in motion.
Carol said she would contact Barton-Aschman to see if there was
some way to start the ball rolling in this regard. (Can we get
architects hired, etc.?) We were one of 83 who received funding
from a total applicant pool of 328. Carol thought we were one of
four who received the total allowable amount.
2. Carol Kreigler reviewed the status of our park planning. We
chose the firm of Barton-Aschman to be our park planners. The
city council approved the $15,000 for their fees and services,
all to be taken from the contingency fund. It will cost an
additional $3,000 for the engineers to plot the park land at all
the city's parks. This needs to be done before Barton/Aschman
can get started. The City Council voted unanimously to support
this endeavor.
3. Carol announced an all-day meeting with the Minnesota
Beautiful organization in the implementation of the grant. The
date is April 3. All were welcome to attend. Carol indicated
that she was going to attend the meeting.
4. May 20th is the date selected by the Falcon Heights 40th
birthday committee for its big celebration. It will be held at
Falcon Heights Elementary School. Carol and Pat indicated that
it would be best to hold a 5K and 1K race to start at 9 A.M.
sharp. It would be nice if the entire course could be within
Falcon Heights. Jeff and Bob said they would check out possible
routes through the city that begin and end at the school. We
discussed the possibility of using the Fairgrounds (runners would
have to cross Larpenteur), the golf course (they probably
wouldn't give us free use of the course during the golf season),
etc. We discussed if the runners should get t-shirts, etc. The
children runners would all get ribbons for participating. Carol
said she would check out the price of t-shirts. Depending on the
price we would offer the 1K race for $3.00 to children and the
adult race for $5.00 or $6.00, to pay for the t-shirts. All
leftover shirts could be sold at the ice cream social. Carol
said the GBS sports would provide us with numbers and a timer for
the race. We contemplated how to minimize traffic control
problems. The Park and Rec Commission would help organize and
oversee the run activities that morning.

5. Pat continued with a description of the other events planned
for the birthday celebration. These include a parade at 10 A.M.,
followed by entertainment. The entertainment includes the
Elementary School bands and some singing, Dudley Riggs as
moderator, storytellers from Gibbs farm, and essay/picture
content for school age children, Lions Club selling refreshments
and games. The Parks and Rec Commission was asked to help
organize and run the games for this day. Ideas: Volleyball
games with teams from the four quadrants of Falcon Heights, a
paper airplane contest, skateboard demos, fencing demonstrations,
etc.
6, Carol distributed last years flyers for the Summer Program.
She asked if anyone had any ideas for additional programs. There
had been one comment that it was hard for parents to have
children practise and play a game on the same day. In terms of
scheduling, this really can't be avoided. Carol said she would
try to have the complete schedule available at registration, so
that parents would know in advance what days their children would
be playing games. It was suggested that one day only activities
be included in the flyer.
