As you will see, this section is in need of Commission review and revision. Please review. this section of the Code and the policies section of our Comprehensive Park Plan so we will be pre- pared for discussion of this matter. Thanks, ` STREETS, PARKS, PUBLIC SAFETY & INIPRWEP'IENrS 3-3.12/3-4.01 Subdivision 2. This section is made for the purpose of authorizing County officers to collect remaining balances of assessments for improvements in order to afford property o~ers and other members of the public the convenience of making such payment in the same place and in the manner that they pay general taxes and installments of assessments. PART 4. PUBLSC PARRS AMID FACILITIES 3-4.01 ~ ~latinnS Subdivision 1. $~pose. It is the purpose of this section to protect and promote the public health, safety, and general welfare of the people of the City by regulating the use of and management of public parks and facilities within the City. This section is in addition to all other sections, statutes and regulations that might be applicable to the City. Subdivision 2. a. IN!'RUSION AId1RM SYSTEMS 3-5.01 regulation Subdivision 1. Scopg and Purpose. .a. Sipe. This ordinance provides regulation for the use of fire, burglary, and safety alarms, establishes users fees, and establishes a system of administration. b. ses. The purpose of this Ordinance is to protect the public safety services of the City from misuse of public safety alarms and to provide for the maY;Trnnn possible service to public safety alarm users. Subdivision 2. Definitions. a. Blarm Systems. An alarm installation designed to be used for the prevention or detection of burglary, robbery or fire and located in a building, structure or facility. b. Alarm User. Fire False Alarm. An alarm eliciting a response by personnel of the Falcon Heights Fire Department when a situation requiring a response does not, in fact, exist, and when is caused by the activation of the alarm system through mechanical failure, pet movement, inadequate cleaning or maintenance, alarm malfunction, improper installation or the inadvertence of the owner/lessee of an alarm system or his/her empoloyees/agents. Subdivision 3. False Alarm Fee Recuired. The responding Police or Fire De~rtm`Fl~t--shall file a written report of each false alarm with the Clerk _ - Upon receipt of the first false alarm report, the Clerk. `shall notify the alarm user of the provisions of the Code. This certification ce n a yearly basi by October 10 of each date as is neces ry to have delinquent taxes due and yable against the property with any may be so 16 r PARK AND RECREATION COMMISSION MEETING JAN. 8, 1990 MINUTES PRESENT: Lloyd Jacobson, Jeff Johnson, Jyneen Thatcher, Connie Lasser, Carol Kriegler. The resignation of Counclmember Pat Bush was announced. The Commission briefly discussed Pat's contribution and support of Parks and Recreation during the years she served as both the Park and Recreation Director. and city council member. The Commission expressed their appreciation for her support during a time of great progress in improving park facilities and recreation programming. Carol Kriegler reported that the rinks were in operation and in good condition. Carol explained the process by what staff routinely inspects the quality of ice at each location and maintains records of such. Connie Lasser reported that she had taken a complaint regarding kids playing hockey on the pleasure rink. It seems that a problem exists in that hockey playing tends to dominate the entire rink so that pleasure skating is impossible or hazardous. Two possible solutions were then discussed: 1. Take measures to eliminate hockey playing from the rink entirely. 2. Split the rink in half with a "snow pile" thereby creating two separate spaces - one for hockey and one for free skating. After some discussion, the Commission opted for splitting the rink in two. Public Works would then be asked to create two spaces the next time it snows. Joan Schilling, Conservation chairperson of the St. Paul Audobon Society, gave a brief proposal about including the City's park(s) in a blue bird chain. The chain would consist of a number of blue bird nesting houses located in the U of M St. Paul Campus and Falcon Heights area. The Commission expressed an interest in participating in such a project and encouraged Ms. Schilling to get back to the Commission with a more specific proposal. Carol Kriegler reported that the City has received a formal written extension for the Celebrate Minnesota 1990 Grant. The following timeline was discussed for completing the park building construction project. Wednesday, Jan. 24 -- City Council approval to advertise for bid (contingent on finalization of UofM/City Park Lease Agreement) • February 8 -- U of M Regents meeting, action of park lease extension Mid-February - Advertise for bids Mid-April -- Begin construction - 1 - r Page 2 Minutes of Parks and Rec Commission Meeting on Jan. 8, 1990 A route through the City for the Olympic Festival Torch Run was tentatively planned. The route is as follows: -- Receive torch at Roselawn and Snelling -- West Roselawn to Community Park -- Backtrack East on Roselawn to Fairview -- South on Fairview to Larpenteur -- East on Larpenteur to Snelling -- South on Snelling to Hoyt -- Pass on torch to City of St. Paul r Meeting was adjourned.
