Meeting Date: 10/14/96 Agenda Item: D-2 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Neighborhood Park Event Series - -Summer of '97 SUBMITTED BY: Carol Kriegler, Parks and Recreation Director EXPLANATION /SUMMARY: The city has had the tradition of conducting the annual ice cream social for many years. While recently the event has been very well attended by families participating in the summer recreation programs, there is some question about the event's appeal to the community as a whole. In an effort to compliment this event, the '97 budget includes money designated for a series of special events to be held in each of the city's neighborhood parks and at the school grounds. The purpose of these events is to conduct asocial /recreational event in each of the parks, providing residents with an opportunity to visit and gather with friends and neighbors of their respective neighborhood. The commission may want to discuss a potential schedule for the event series, possible themes and activities, and potential music performers. A musician's trust fund is available to provide financial assistance for public performances by professional musicians. Local musicians, school groups, and community based groups might be considered as well. Meeting Date: 10/14/96 Agenda Item: D- 3 CITY OF FALCON HEIGHTS PARKS AND RECREATION COMMISSION ITEM DESCRIPTION: Discussion of requests for non-traditional park use. SUBMITTED BY: Carol Kriegler, Parks and Recreation Director EXPLANATION /SUMMARY: In the past couple of years the city has seen an increase in requests for non-traditional use of the parks. Several requests for the use of Community Park and/or the park building have been received for the purpose of conducting "sales" by local school and civic groups. There also have been inquiries about the possibility of conducting "day care" events and organized events and activities for home schooled children in the parks. Recently city staff has been approached by representatives of the University of Minnesota's Recreational Sports department inquiring about the possibility of basing their summer youth programs at the Community Park. This program involves the daily participation of about 100 youth beginning the first week of June and ending the week following Labor Day. While as many as all 100 youth can be present at the base during drop-off and pick-up, many of the children are off-site throughout the day participating in sport schools, academic enrichment programs and other recreational events located at various University campus locations. Currently the program is based on the University's recreational fields located just north of Gibbs Farm Museum. Community Park's many amenities and close proximity to the St. Paul campus make it a desirable base for the program. While discussions with the University are in a preliminary stage, staff is interested in the commission's perspective of these requests for non- traditional use. No formal recommendation is needed at this time.
