PARKS AND RECREATION COMMISSION
MEETING MINUTES
NOVEMBER 19, 1998

REPORTS, REQUESTS AND RECOMMENDATIONS:
D-1 . Welcome to new commission member Jim Eckberg
The commission welcomed new member Jim Eckberg, a RAHS junior who
has lived in Falcon Heights for seventeen years and is particularly interested
in improving the community through habitat restoration projects.
D-2 Update on progress to date: Curtiss Field Butterfly Garden.
Carol Kriegler and Jim Eckberg reported on the butterfly garden planting
project that occurred at Curtiss Field on Oct. 3. Four members of R.A.H.S.'s
E.C.H.O. club planted native wildflowers and grasses in two gardens at
• Curtiss Field. A larger garden will be planted just south of the fenced storm
water retainage area in the spring.
D-3 Discussion regarding community participation in landscape projects.
Carol Kriegler reported that staff has recently received two proposals from
residents to conduct landscape projects in city parks this past summer /fall.
It was requested that the commission develop some guidelines regarding the
criteria and review of proposals for landscape projects submitted by members
of the community. The development of guidelines is suggested as a means
of ensuring that proposed projects are appropriate in nature, implemented
properly, and that there are provisions for ongoing maintenance. The
commission developed the following guidelines:
Project proposals should be submitted in writing and include the following:
• General project description including a site plan (location, size, and type of
plant material)
• Project schedule and proposed installation methods and procedures.
• Description of requested city participation (purchase of plant material,
equipment use, site preparation, etc.)
• Plans and schedules for on-going maintenance of the project.
• Description of supporting individuals or organizations committed to
• providing volunteer labor in installing and maintaining the project.
• D.-4 Discussion regarding possible improvements to Community Park and
Curtiss Field. Carol Kriegler reported on the availability of extra overhead
light standards not being utilized in the Larpenteur Ave. streetscape project
that are available for use in the parks. The standards, 30 feet in height,
could replace the old wooden "telephone" poles in the parks as well as
installed in the Community Park parking lot. The commission was generally
supportive of using the poles in the parks, but requested further analysis of a
lighting layout for the Community Park parking lot.
Carol Kriegler gave a brief update on Community Park's prairie and reported
on the opportunity to request proposals for services related to site
management. For the past several years, Prairie Restorations has conducted
the management work spot spraying, mowing, burning, etc.) There are now
a number of companies capable of conducting prairie management including
a firm that has done some work on the city hall grounds. Given this, it is
suggested that we request proposals for future prairie management services.
