PARKS AND RECREATION COMMISSION
MEETING MINUTES
SEPTEMBER 14, 1998

REPORTS, REQUESTS AND RECOMMENDATIONS:
D-1. Update on improvements to the Community Park fitness station course.
Carol Kriegler reported that the city council approved the purchase of a Game
Time / Parcourse fitness station system. The existing system is also a
parcourse and the purchase of the updated version provides the best
opportunity for continuity with our current system.
Delivery of the system is expected in mid to late October with component
• installation by the vendor, Minnesota Wisconsin Playground, Inc.. Removals
and site preparation will be conducted by the parks /public works staff.
The commission reviewed the plan for clustering the equipment as
recommended by the manufacturer. Discussion took place concerning
possible locations for the 4 clusters. It was agreed that the course would
continue to start on the west side of the park with users proceeding to the
clusters in a counter clockwise direction. Placement to the clusters will be
determined to some extent by the availability of level surroundings.
D-2. Update on possible improvements to the east entry at Community
entry and southwest corner at Community Park.
Carol Kriegler reported that she and Bill Maertz met with landscape architects
from the Dahlgren, Shardlow and Uban. The walk-through of the park was
done to provide the architects with an overview of the park and some of the
use issues as they relate specifically with the east entry and the southwest
entry of the park. The city council has authorized staff to utilize consultants
for the purpose of developing a schematic plan for the improvement of the
east entry and southeast corner of the park. Staff will be requesting a
• proposal from the firm for these schematic planning services.
D.-3 Discussion regarding community participation in landscape projects.
• Carol Kriegler reported that staff has recently received two proposals from
residents to conduct landscape projects in city parks. One proposal involved
the installation and maintenance of a flower garden along the pathway in
Grove Park while another involved the creation of a "butterfly garden" at
Curtiss Field.
Jim Eckberg, a member of Roseville Area High School's E.C.H.O club
presented his ideas for installing a "butterfly garden" at Curtiss Field. He
proposed to plant a garden adjacent to and just south of the fenced in
holding pond at Curtiss Field as well as smaller plantings around the park
identification sign and along the fence line. He provided dimensions of the
proposed planting beds as well as species lists. The commission was very
supportive of the project and recommended proceeding with it. It was also
decided that the commission should further discuss the process /criteria for
community involvement in landscape projects. Discussion might include the
following issues and ideas: design /function /objective /site preparation /
stock purchasing / on going maintenance /weeding /watering etc.
