Chairman= I move the adoption of the Following reaolutiont Whereas heavy tra__°fic movement between Snelling and Cleveland~on Larpenteur,. in both an reaterly and Westerly direction, particularly-during-the morning and evening rush hourb, constitutes a problem, it becomes essential that serious consideration be given to the installation of left turn lanes and traffic signals at the juncture of Fairview and Larpenteur for the following reasonat 1. The absence of left turn lanes on Larpenteur at Fairview impedes-the Plo~+ of traffic on the median lanes of Larpenteur, particularly the Feat bound lane because of the heavy volume o~? tsePfic turning onto Fairview from __ the Wept. • 2. Traffic moves at accelerating speed on Larpenteur as it tre.vels yileat from Snelling to Cleveland and East from Cleveland to Snelling. Heevy traffic. moves~nt from Fairview, particularly to the West, Plows into the traffic on a right turn basis, thus Arcviding continous movement which is difficult to cross from the North onto the Eeat bound lanes from St. Mary's, Fry, Fairview, Lind~g, Tatum and Prior. It is also difficult to cross from the South business and apartment complexes -to the West bound Ienes. This difficulty is compounded by the failure of traffic to relinquish the median lance - which effectively closes off safe movement from those wishing to move best from the South. or East. from the North. Therefor, the installation of traffic signals at Fairview would aloes traffic without irspeding it. Under present conditions, there is heavy traffic back up an Larpenteur, West Prom Snelling on the East bound lanes. This is also true Ea~1t of Cleveland on the West bound lanes.. The signals, coupled with left turn lanes at Fairview would provide safe movement at that intersection. lne traffic aignels would provide traffic ogening havens for crossing movement from the North and South street and business: exits. ht would also ease the present burden on those making right .turn movements onto Larpenteur. Right ' turn on Red should not be permitted sa this would. result in continuous flow westward. Therefor, in view of the cpmpellin~ reasons cited, it is the recommer~dat~an of the Planning Commission oP Falcon Heights to the City Council of Falcon Heights, that it vigorously pursue eonsultationwith the appropriate officials of Ramiey County, and with the assistance of the consulting engineer for Falcon Heights, realize the installation of these faoilities. In conjunction with this, it is-~i~b+!'Y desirable for the study to include s,dditional left turn lanes at itheF points between Fr3r and Cleveland. The following members were present: Stefanson, Olson, Wallin, Nilsen, Blomberg, Labalestra, Waldo and Mead, and the following were absent: Bourquin. Commission Member Nilsen introduced-the following resolution and moved its adoption: RESOLUTION 82-2 A RESOLUTION RECOMMENDING THAT THE CITY COUNCIL ACCEPT THE PROPOSED PRELIMINARY STREET PLAN AS IDENTIFIED BY SHEET N0. P-5 DATED JANUARY 18, 1982 AS PREPARED BY HAROLD J. WESTIN AND ASSOCIATES FOR THE AMERICAN SHELTER CORPORATION WITH RESTRICTIONS AS INCLUDED IN THE RESOLUTION WHEREAS, the American Shelter Corporation under authority granted by the owners of the Hawkins/Hermes premises, requests approval of a preliminary development plan for a planned unit development to be located and construct- ed on the premises and, WHEREAS, the preliminary development plan sheet No. P-1 rev., Issue date 21 January, 1982,. Print date 30 January, 1982 and on P-2, P-3 and P-4 shows the projection of proposed Prior Avenue northward from Larpenteur Avenue into a proposed east-west street with a cul-de-sac on the west terminus, and an exit to Tatum Street on the east with a proposed extension of Prior Avenue through Falcon Woods 1 and 2 existing residential development via a dedicated .street opening and, WHEREAS, this proposed-plan is unacceptable to the Planning Commission of the City of Falcon Heights, and is therefore rejected for-the following reasons: 1. There is a cul-de-sac an the west with proposed 10 foot walk ease- went to the public park. The cul-de-sac effectively prevents future extension of a street through the city park to Cleveland Avenue or through the city park to Roselawn Avenue. Pedestrian walks have always been a source of aggravation and can be considered a public nuisance when they pass between single family properties. 2. The proposed routing of Prior Avenue through Falcon Woods as a thoroughfare for general public traffic. 3. The proposed ingress and egress via a street going east to Tatum Street for general public traffic. WHEREAS, the impact of traffic on the Falcon Woods and Tatum Street residents results in the diminution of the public safety, public health, and the general welfare of the residents of Falcon Woods and Tatum Street, and some reduction in property values and, WHEREAS, the proposed exit to Tatum Street violates the provisions of Ordinance No. 64 - The Zoning Ordinance of the City of Falcon Heights. As underscored in Section 6 "R-1",.One Family Residenital District and Section 3 - Rules and Regulations which follows: 6.4 (2) Aside yard abutting a street shall not be less than thirty (30) feet in width. 3.1 (3) The word "shall" is mandatory, and the word "may" is permissive. A yard shall extend along a lot line and at right angles to such lot line to a depth or width specified in the yard regulations for-the district in which such lot is located. A yard shall be measured from the lot line to the vertical wall of the principal structure or structures. ,,. 3.2 (67) Yard-Side - A yard extending along the side lot line between the front and rear yards having a width as specified in the yard regu- lations for the district in which such lot is located. 4.1 (1) In their interpretation and application, the provisions of this Ordinance shall be held to be the minimum requirements for the promotion of the public health, safety, morals and welfare. WHEREAS, the preliminary development plan sheet No. P-5 Issue date 18 January, 1982, Print date 21 January, 1982 showing the projection of proposed Prior Avenue northward from Larpenteur Avenue into a proposed east-west street culminating in a cul-de-sac on the eastern terminus bounded by single family lots and exiting to the west with a present terminus at the city park but with a proposed extension of the east-west street through the city park to Cleveland Avenue results in a good plan with one exception, the proposed extension of Prior Avenue through Falcon-Woods for general public traffic with the same devestating effect as previously stated and, WHEREAS, the Planning Commission of the City of Falcon Heights recommends that the street northward from the propossdeast-west street to Summer Street in Falcon Woods be designated for vehicular traffic use of an emergency nature- such as police, fire, rescue squads, public service, etc., and that appropriate and wed.lconceived measures be taken to assure this. NOW THEREFORE, the Planning Commission of the .City of Falcon Heights recommends to the City Council of Falcon Heights the acceptance of the pro- posed preliminary street plan as identified by sheet No. P-5, Issue date 18 January, 1982, Print date 21 January, 1982 as prepared by Harold J. Westin and Associates for the American Shelter Corporation with restrictions as included in the resolution, that one or possibly two traffic circles be placed on Prior Avenue at strategic location (s) and that the Planning Commission realizes the necessity and importance of traffic signals at Larpenteur and Prior and recommends such installation. The motion for the adoption of the foregoing Resolution-was duly seconded by Commission Member Labalestra and upon a vote being taken thereon, the following voted in favor thereof: Olson, Nilsen, Blomberg, Labalestra, Stefanson, Mead and Waldo, and the following voted against the same: Wallin. It is the street plan shown on this plan that is approved-with the restriction of the resolution adopted by the Planning Commission on March 1, 1982 (Resolution 82-2). This approval includes the recommendations of the Consulting Engineer of the City with respect to the feasibility of utilities, water storage ponding areas and related aspects and the recommendation of the Planning • Consultant of the City. This approval also includes the permit conditions as recommended by the Planning Consultant to the City subject to review by the City Attorney. BE IT FURTHER RESOLVED, that the Planning Commission of the City of Falcon Hei.gh.ts recommends to the City Council of Falcon Heights the re- zoning of the Premises to a planned unit development district as applied for by the American Shelter Corporation.
