The meeting was called to order at 7:30 .m, b Councilmember and Pla ni

Commission Liaison, Sandy Larson. Present were Harold Nilsen, Les Larson,
Erma Olson, Jerry Wallin, Jim Bourquin and Al Stefanson.
Upon a motion duly made, seconded and carried Les Larson was elected Chair-
man of the Planning Commission until his successor is duly elected and
qualified.
Upon a motion duly made, seconded and carried Al Stefanson was elected
Assistant Chairman to chair the Planning Commission meetings in the absence
of Mr. Larson.
Upon a motion duly made, seconded and carried Jerry Wallin was elected
Secretary for the Planning Commission to serve until his successor is duly
elected and qualified.
The meeting began with a discussion of the status of hiring a planner for
the development of the City's Comprehensive Plan. The City Council is
presently discouraged by the $6,000.00 increase in the fee proposed by the
only planner who has to date presented a proposal. Sandy Larson advised
the Commission that the Council, through some of its members, would be
meeting with other planners for the purpose of seeking an alternative
solution. The Council has tabled the decision on hiring a planner until
the meeting of February 13, 1980.
Harold Nilsen recommended that all Planning Commission Members receive a
copy of the "Local Planning Handbook", published by the Metropolitan Council.
Sandy Larson advised that she would attempt to secure copies.
Sandy Larson advised she would attempt to obtain copies of the New Hope
Comprehensive Plan since it is a very comprehensive example of what Falcon
Heights should be doing.
The Commission discussed the feasability of adopting a moratorium on further
city development until after completion of the Comprehensive Plan. There was
some discussion that the moratorium would not extend to variances, but apply
only to rezoning. No decision was made.
Harold Nilsen raised a question as to whether or not the University land
could be sold by the University if it was originally granted to the University
upon the condition that it would always be used for educational purposes.
Jerry Wallin volunteered to try to find the answer to that question and re-
port back at a future meeting.
Sandy Larson advised that she wanted the Commission to prepare a job description
