HomeMy WebLinkAboutPCMin_80Mar17_SpecialPLANNING COMMISSION MINUTES SPECIAL MEETING OF MARCH 17, 1980 7:30 P.M. The meeting was called to order by Chairman Les Larson at 7:30 p.m. on March 17, 1980. Present were Robert Blomberg, Harold Nilsen, Al Stefanson, Jerry Wallin, Elving Anderson, and Erma Olson in addition to the Chairman. Sandy Larson passed out copies of the 1980 Falcon Heights City Directory, the San Diego Sign Ordinance, and a June 12, 1975 proposed re-zoning study submitted by the Falcon Heights Businessmen's Association. Carl Dale, the newly hired City Planner, presented the following: 1. He began with the discussion of the employment contract between the City and himself. He advised us that it covered planning for any public ex- penditures which, as a result of statutory language, must be included in the Comprehensive Plan. He advised the Commission that the City should include in its Comprehensive Plan whatever we may want to do regarding future City Development even though the Metropolitan Council may not be interested in it and may not be specifically required by the statute. He advised the Commission that his fee will not exceed $4,740.00 even if it costs him more. His fee is based on the acceptance of his finished product by the Commission and the City Council, not necessarily the Metropolitan Council since he could not forsee any future questions they might have. He advised that upon completion of the Plan he will turn all of his work product over to the City and retain nothing. He further advised that the special meeting tonight is one of five which he will attend with us. • 2. Mr. Dale then discussed the Citizens Survey already completed by the Planning Commission. He had several questions about the statistics and rec- ommended that an additonal survey be taken in the future .which he will develop and submit to us at a future meeting. 3. Mr. Dale explained to the Commission what he proposed to be doing to prepare the Comprehensive Plan to the extent that it is not fully explained in the contract. He will be conducting a personal visual survey of the City, re- drafting the Zoning Ordinance, preparing an updated land use map and the other documentary material necessary for submission to the Metropolitan Council. Upon a motion duly made, seconded and carried the meeting was adjourned. ~~ Respectfully submitted,
