THE PLANNING COMMISSION
• September 8, 1980
The meeting was called to order by Les Larsen. Present
were: Bob Blomberg, Mike Heffron, Jim Bourquin, Harold
Nilsen, Elving Anderson, Al Stefanson, Erma Olson and the
Council liaison. Absent: Jerry Wallin
Mr. John J. Welsch, 1915 Arona appeared regarding his request
for a swimming pool. He stated that he had not gotten the
necessary permission for his fence, in that the original
fence was taken down to facilitate his neighbor in installing
a pool and he had the new fence put up, as his dog had been
running away. Everything seemed in order and the Planning
Commission recommended that the pool be approved.
The Commission feels that in the future, if possible, they
would recommend that a pool and a fence (both of which are
required by ordinance) should be all included in the
permit, rather than two separate permits and one could be
easily overlooked.
Mr. Daniel Iverson, 1829 Simpson, appeared requesting a
variance for an addition to his garage, three feet from
i the side lot line. It is in accordance with his neighbors,
who are, in fact, helping him build the garage. Recommended
that it be approved.
Arthur Kato., 1857 Holton requested a variance that he could
increase the size of his garage and have it within two feet
of the side lot line. He stated that the roof line will be
within the property line and esthetically balanced. Recommended
that the variance be approved.
Neither Mr. Shafer or Mrs. Letourneau (Shafer) appeared and
after some discussion it was decided before any decision
could be reached the Commission would like a letter of
approval from their ajacent neighbors, regarding the front
yard parking situation.
Mr. T.A. Salminen, 1740 Holton appeared regarding the agreement
between the City Attorney and himself on the proposed use of
the south 1/2 of walkway easement. Also present were Mrs.
O'Keefe and Mrs. swan.
A great deal of discussion ensued and the .Commission recom-
mended that the walkway strip be vacated to each of the
four adjacent property owners equally, for driveways, to be
properly surfaced and maintained, and that the agreement be
• waived.

• Clem Lehnen from Falcon Heights Bowling Lanes appeared
regarding a variance to install a sign advertising his
alleys. There was some question as to whether his sign
would be a flashing sign, which is not permitted under
the ordinance. It was felt that the City Attorney should
be questioned as to whether this is a flashing sign
and wouldn't be permitted under 14.1 (3. 2).
The Planning Commission would recommend the sign, contingent
upon a determination of the attorney that it meets requirements.
Philip Meyers, 1899 Larpenteur appeared requesting permission
to build a 4-plex on the vacant lot next to his property,
East of his property on Larpenteur. He anticipates entry
through the back part of his lot from Tatum and the question
was asked if he should sdll his property at some future date,
would that jeopardize the access? He didn't feel it would
but that would be considered. There will be 1~ spaces
for parking for each unit, which. is a one-bedroom unit, with
the current construction cost estimated at approximately
$150,000. He will come back at our next meeting (Oct. 6th)
and inform us as to the site plan, which he was unable to
bring with him, and. with the question of drainage answered.
• It was felt that the Baryons should be called and apologized
for any confusion in that they needed two permits: one for
the pool and one for the fence.
Carl Dale presented his swimming pool ordinance proposal
and it will be turned over to the City Attorney for viewing
and perhaps incorporating into his ordinance.
A question was raised as to advisability to delete that
portion of the Comprehensive Plan that states "proposed
future major road - Fairview to Randall Avenue" as it
looked as though the Planning Commission was not considering
both the University and Fairgrounds' feelings, as well as
some expressed by the County. Engineer.. It relates to the
letter from St. Paul regarding our Comprehensive Plan.
It was recommended that this portion be deleted and not
show a further extending of Fairview Avenue.
Carl Dale and members of the Commission recommended that
there be some appropriate means of communication with St.
Paul to discuss and find out what their plans and thinking
are as to the various points in their letter regarding
the Comprehensive Plan, as well as keeping the lines of
communication open. It was suggested perhaps the Council
liaison and Carl Dale, or someone else could arrange a
meeting, if agreeable.

There was a strong feeling that Falcon Heights needs to
address the storm sewer problem--especially for future
needs.
Carl went over some of the zoning alternatives the
Commission might consider regarding the Comprehensive
Plan, such. as: issuing (in the future) conditional use
permits for existing places, such as .the church and its
parking. lot. Should at some future time the United Church
of Christ come before the Planning Commission asking for
permission to enlarge the parking lot (example) and it
would be given a conditional use, after the date of the
Comprehensive Plan, that such be numbered CP-1-80 and the
next conditional use permit for whomever be numbered
CP-2-80, etc. This would ensure dating and numbering
after the Comprehensive Plan was enforce.
Carl Dale felt that Metropolitan Council will most likely
require a copy of the series of maps regarding bus routes,
schools, churches, etc., as there are so few C.P.s now in
their hands, with all the extensions granted, that they
have a great deal of time to "nit pick".
The meeting was adjourned at 9:20 p.m.
