PLANNING COMMISSION MEETING
JULY 13, 1981
The meeting was called to order at 7:04 p.m. Present were Al Stefanson, John
Labalestra, Don Mead, Mary Waldo,-Bob Blomberg, firma Olson, Jim Bourquin and
Jerry Wallin. Also present was Council Liaison Person Sandy Larson.
The first item of business was the application of John and Marilyn Carnes,
1775 N. Snelling, for a variance and conditional use permit for the purpose
of erecting a pre-fabricated 8' x 12' x 8' high storage building not less than
2' north of their south lot line and not less than 27' east of their west lot
line, all as more fully shown on the plot diagram submitted with their appli-
cation. Mrs. Carnes appeared and orally amended the application so as to move
the proposed location to not less than 5' north of the south lot-line. Since
the building was not a garage, Jerry Wallin suggested that a variance might
still be required, notwithstanding the oral amendment, because of the 30' rear
yard requirement. The plan received signature approval of available surround-
ing neighbors. Upon motion by Wallin, seconded by Waldo, the Commission un-
animously voted to recommend Council approval of the application for a condi-
tional use permit and, if also necessary, the variance.
The Commission next heard a presentation by members of the State Department
of Transportation concerning plans for an inter-campus transitway. Making
the presentation were Bob Rosa, District 9 Engineer, and Greg Felt, Project
Engineer. Also present was Greg Kittelson from-the University. Substantial
funding of the project comes from interstate substitution funds left from
the abandoned I-394 project. Aside from Fairgrounds property no other con-
struction-would occur within the City. Plans call for contract letting in
• 1983 and commencement of .construction in 1984. Reaction to the presentation
was mixed. A motion by Bourquin, seconded by Mead, and unanimously carried,
recommended that the Council carefully review the progress of this plan.
Erma Olson next presented some information concerning the Moderate Rehab
Program. This is a program whereby funds can be available at lower than
market interest rates (currently 11%) to landlords for the purpose of up-
grading the condition of residential rental units. This is a HUD program.
It was generally felt that participation in this program-would aid one of-the
recently adopted Comprehensive Plan's objectives: .maintaining existing
apartment buildings. Upon motion by Olson, seconded by Waldo, and unani-
mously carried, it was resolved that the Council be requested to take action
to join this program.
The last item of business was continued work on a new Zoning Ordinance.
Stefanson reported that City Engineer Brad Lemberg recommended revising the
language of the off-street parking and. loading section to specify paving
capable of withstanding a minimum of a 5 ton axle load. This was agreed to
by all. Further discussion was had concerning the need for separate zoning
classifications for townhouses and apartment buildings. Stefanson reported
that Carl Dale felt there should be. The rest of the meeting was taken up
by a discussion of the propriety of the "Existing Business" classification
in Carl Dale's proposed ordinance as it may apply to existing business
property at the southwest corner of Hamline and Iowa.
The meeting was adjourned at 9:45 p.m. until Monday, August 10, 1981 at
• 7:00 p.m.
