HomeMy WebLinkAboutPCMin_82Oct11• MINUTES PLANNING COMMISSION MEETING OCTOBER 11, 1982 The Planning Commission meeting was called to order at 7:30 P.M. by Chairman Al Stefanson. Stefanson, Olson, Nilsen, Wallin, Blomberg, Chenoweth and Mead. PRESENT Waldo, Bourquin and Council Liaison Larson. ABSENT Chairman Al Stefanson advised the Planning Commission that John Labalestra NE4P MEMBER had resigned his position as a member of the Commission due to other family PHIL activities. Chairman Stefanson then introduced Phil Chenoweth as the new CHENOWETH member of the Planning Commission. The City Council confirmed his appointment on October 5, 1982. Marshall Levin, from Baker Associates, Architects, advised that the Flower FLOWER CITY City owners were very interested in rebuilding as soon as possible. He REBUILDING presented building plans which indicated that the building would be mooed back to meet the setback of the zoning ordinance and parking had been increased by ten spaces, which still does not meet the zoning ordinance. The building will cover 5,300 square feet, which is a decrease in size from the pr®vious building. The building will contain greenhouse type display • wi ndows and if enough funds are available, the facade of the other stores will be reworked. The possibility of construcing two stories had been r®searched and the owners of the property felt it would not be economically feasible. Sprinklers will be installed in the new store with the possibility of extending those sprinklers to the existing buildings. Harold Nilsen felt that there were parking problems and stated that: (1) the parking lot should be striped, (2) parking should be directed one-way, and (3) parking in front of the present retail stores should be limited to compact cars. Jerry Wallin asked what type of agreement was in effect with Ramsey County regarding use of the boulevard for parking. Mr. Levin replied that he had not researched the subject but would check with the county. Mr. Wallin felt that this would not fit into the concepts of the previously adopted Comprehensive Plan. A discussion was then held concerning what exact variances would be needed for construction as planned. Since the previous building was constructed before the existing zoning ordinance, many variances would be needed. Harold Nilsen and Al Stefanson felt that the building plans were a significant improvement. Mr. Stefanson asked if another story had been contemplated for office space rental and he was advised that it had not. He also asked if another floor could be added at a later date and he was advised that his plan would not allow for that. Harold Nilsen volunteered to work with the Clerk Administrator to find outwhat type of an agreement is in effect with Ramsey County concerning use of the boulevard. He felt there should be a curb cut located approximately in the middle of the structure to better facilitate traffic movement.
