MINUTES
PLANNING COMMISSION MEETING
NOVEMBER 8, 1982
The Planning Commission was called to order at 7:30 P.M. by Chairman
A.1 Stefanson.
Stefanson, Bourquin, Blomberg, Mead, Vlaldo, Nilsen, and Chenoweth.
Also present was Council Liaison Larson.
Olson and Wallin.
The October 11, 1982 Minutes were discussed. They were amended on Page
2, Third Paragraph, Second Sentence after the date "April 23" to add the
following words: 'Item #2, of Section I (157 units). Don Mead moved,
seconded by Bob Blomberg, that the October 11th Minutes be approved as
amended. Motion carried unanimously.
The October 25, 1982 Special Planning Commission Minutes were discussed.
There were no corrections or deletions. Don Mead moved, seconded by
Bob Blomberg, that the October 2sth Minutes be approved. Motion carried
unanimously.
Chairman Stefanson informed the Planning Commission that Council had
passed a moratorium on multiple dwelling units and action should not be
taken on the variance request from Grace Lai on a proposed six unit
apartment at Larpenteur and Tatum. Council Liaison Larson stated that
Councilmember Eggert at their last Council meeting proposed the moratorium
placing a hold on any further variances of this nature until such time an
amendment to Ordinance 6k concerning multiple dwellings has specifications
that there be two parking places if there is on-street parking available and
two and one-half parking places if there were no on-street parking and that
at least one of the parking places be enclosed. The entire Council approved
the motion. The problems that the Council had with this particular apartment
building variance was the number of parking spaces and adequate emergency
access. Also, they felt in the winter months there would be a problem with
snow removal. Al Stefanson stated in a letter dated January 25th to Planner
Carl Dale in Section 9, R-!t, he felt they were in line with present Ordinance
6!~ and the proposed amendment to Ordinance 6l~. Also, the proposed building
faces a busy street with no other housing in the area. Harold Nilsen agreed
and stated the apartment is well-screened and landscaped. He also suggested
that the Council should contact Ramsey County regarding extension of the
parking on Larpenteur in front of the building. Chairman Stefanson did
note that there should be no parking within ten feet of the building in
Ordinance 6!~ and the architect should be informed of that requirement.
Phil Chenoweth asked if the proposed apartment met all the regirements of
Ordinance 64, how could the Dlanning Commission turn down their variance
request. Council Liaison Larson felt the moratorium superceded the variance
request. Phil Chenoweth then asked if they would have legal recourse
because they did meet the requirements and the variance was denied.
Council Liaison Larson advised she would ask the City's Legal Counsel for
an opinion.

The suggested minimum fees for Ordinance #191 were discussed. Council ORDINANCE
Liaison Larson advised that these fees were suggested minimum fees so #191
that money would be available up-front. Jim Bourquin made a motion,
seconded by Harold Nilsen, recommending that Council consider that the
fees and the appropriate estimated costs up-front be included with the
application plus estimated cost for engineering, administrative and legal
fees. Motion carried unanimously.
Council Liaison Larson informed the Planning Commission on the following COUNCIL
items: LIAISON
CARSON
(1) Ed Hasilet called City Ha11 regarding building a 100 unit
building on Coffman and Larpenteur and wanted t o know
what was needed to be done to begin the planning process.
He advised that half the parking would be indoor and half
outdoor. Council Liaison Larson questioned whether the
land would be taxable and would it involve more rescue calls,
(2) Hoffman Oil has never appeared before the Council. They
have been contacted both by letter and phone requesting their
appearance before the Council. They are now selling all types
of grocery items without a license and the sheriff was asked
to serve a citation on them.
(3) The Tatum "ditch" is having problems with rushing and standing
water. The City Engineer will hold an information meeting for
the concerned parties.
(!~) The City is being sued on the street improvement project on
Albert and Pascal. Council could not prove benefit to the
people west of Arona and felt they should not be assessed.
The citizens being assessed disagreed and felt they should
also be included.
A discussion ensued on the new Zoning Ordinance and whether Carl Dale's ZONING
proposal should be used or the present Ordinance retained and updated. ORDINANCE
It was the consensus of opinion that the Commission members look over UPDATES
Ordinance 6!~ before the next meeting (December 6) and return with their
suggestions.
Jim Bourquin moved, seconded by Phil Chenoweth that the meeting be adjourned
at 9:30 P.M. Motion carried unanimously. ADJOURNMENT
