MINUTES
PLANNING C0~!~IISSION Id~ETING
JANUARY 10, 1983
The Planning Commission was called to order at ?:35 P.M. by Chairman
Al Stefanson.
Stefanson, Mead, Brown, Bourquin, Nilsen, Wallin and Chenoweth. Also
present was Council Liaison Ciernia.
Waldo and Olson.
Chairman Stefanson welcomed Council Liaison Ciernia. He also welcomed
Helen Brown, who had been appointed for a one year term. She replaced
Bob Blomberg. A letter of appreciation was sent to Bob for his many
years of dedicated service on the Planning Commission.
Chairman Stefanson then advised Planning Commission members of the new
staggered appointments. They are as follows:

Don Mead moved, seconded by Jerry Wa1lin,to appoint Al Stefanson as
Chairman of the Planning Commission. Motion carried unanimously. Jim
Bourquin moved, seconded by Harold Nilsen, to appoint Erma Olson as
Vice-Chairman of the Planning Commission. Motion approved unanimously.
Harold Nilsen moved, seconded by Phil Chenoweth, to appoint Jerry Wallin
as Secretary to the Planning Commission. Motion approved unanimously.
The December 6, 1982 Minutes were discussed. Jim Bourquin pointed out DECEMBER
that in paragraph six, line eight, "12,000" should read "1,200". Harold 6, 1982
Nilsen stated paragraph six, line nine, should read "two hour" parking MINUTES
instead of "no" parking. Jerry Wallin moved, seconded by Phil Chenoweth, APPROVED
to approve the minutes as amended. Motion carried unanimously.
The proposed housing project for University of Minnesota retirees was
discussed. Al Stefanson informed the Planning Commission that the
University was meeting this same evening to discuss the pros and cons
of the project. He presumed that the University will probably attend
the February Planning Commission meeting. Jim Bourquin stated that he
was in favor of the University participating in making a move to assure
a better life for their retirees but had heard complaints that it will

serve only the upper income people. He also had concerns regarding the
height/size of the structure and the amount of parking--quite a lot of
pavement and not enough green space. Chairman Stefanson felt they would
be good neighbors and will increase the tax base. Phil Chenoweth advised
that he had discussed with the Clerk Administrator the possibility that
the tax increment financing plan could be amended to include this
University development and that this should be kept in mind in future
planning. Jim Bourguin stated that this development could take some
of the pressure off the development of the Hawkins-Hermes property for
increased density. He also pointed out that he felt more parking should
be made available along Coffman instead of Larpenteur as it will create
a traffic circulation problem if left as presently indicated. Harold
Nilsen and Don Mead agreed with Jim and also felt it was a good project
for the community.

~7. Stefanson brought the Planning Commission up to date on Ordinance #191. ORDINANCE
The City Council has referred it to the planning Commission to make #1911
recommendations. After a considerable discussion on whether the parking AMENDED
should remain at 2-1/2 spaces or revert back to two spaces as previously
recommended by the Planning Commission, Phil Chenoweth suggested adoption
of the following language in Section 1, 11.2 (1~.1~) Multiple Dwellings.
"At least two (2) parking spaces per dwelling unit, except that two and
one-half (2-1/2) parking spaces per dwelling unit are required for multiple
units of ten or less that abutt no-parking zones." Jim Bourauin moved,-
seconded by Don Mead, to adopt the above language. &iotion carried
unanimously.
The Planning Commission continued work on rewriting the zoning ordinance SECTION 9
and completed Section 9 "B-1" Limited Business District. B-L LIMITED

The next meeting is scheduled for February 7th at which time Section 10 RICT DONE:
and 11 will be discussed. Jim Bourquin also suggested that the Comprehensive
Plan be reviewed in the business district area where the Flower City fire NEXT MTG.
