Stefanson, 3rown, I~IE:ad, Geistfeld a.nd 01 son. ti~allin, ~ilscn_, Cher~oweth, and 3ourquin. The flay 2, 1983 T~Iinutes were discussed. There being no corrections or deletions, Erma Olson moved, seconded by Annette Geistfeld, that the Play 2, 1983 T~iinutes be approved as presented. Motion carried unanimously. T°'~r. and T•1rs. David Resch, 1809 tisbury, requested a vari ante to erect a privacy fence varyirg i n height froze three to six feet. r~rs. Resch presented letters from the neighbors raising no objections. Don T~Iead moved, seconded by Helen Brown, to approve the variance request. T~:otion carried unanimously. Frank ~. iTillaurne, representing T°r. and Mrs. Norbert HermesfFalcon Shopping Center, requested the City grant a variance from the enforcement of the Zoning ordinance to permit continued use of the sign located atop a building in the Falcon Shopping Center. The sign at one time was a revolving sign that has been modified to be stationery. The sign'caas built in 1959 and has been in continuous use since that time. I•Sr, and Mrs. Hermes received a letter from the Clerk Administrator advising that the sign was in violation of the bi11- board ordinance. After discussion ~zi.th Council, Attorney Jan de Ilorth, City Attorne~ST, advised that the sign 4Tas not a billboard sign but a business sign. ~3ut, he felt the sign was in violation of the ordinance because of its size. Therefore, they reoyuest a variance from 100 square feet of gross surface area and the height of 2~ :eeet for the following re,ssons: ts~a~ the sign has been in use for almost 25 years without objection, the variances requested are relatively slight, the location of the gas station and its canopies at the corner block sight lines for conventional signs, and the three-sided sign is less obtrusive than a second permitted pylon sign. After a discussion since Erma 01 son felt that lr. and I•rs. Hermes have a special problem because the gas station shields tki.eir building, she moved, seconded by Annette Geistfeld, that the variance be granted z~~-ith two conditions: (1) that the sign be used only by the tenant who occupies the building and (2) that I~Ir. and Mrs. Hermes forgo erecting a second pylon sign for their shopping center. `notion carried unanimously. Charles 6~. Larson, 172 Arena, requested a var~_ance to place an attached garage five feet from the lot line. The neighbors have no objection to its placement. After a discussion regarding its placement, Don TJIead moved, seconded by Helen Brown, that the variance be granted. T•Iotion carried unanimously. Don :Mead moved, seconded by s.rma G1sen, that the variance be granted. Don ~:ead recommended to Mr. .3oemer that exact measurements be made titihen brought before the City Cou;zcil. The manufactured homes issue was again discussed before the Planning Commission. Since Carl Dale, City Planner, has been engaged to update parts of the zoninb ordinance and because of his expertise in the area, Chairman Stefanson °elt that ~Yir. Dale should make provisions in the ordinance so the manufactured homes issue cou7_d be resolved, i~ianufactured homes cannot be precluded unconditionally frori the City but controlled conditions could be set forth. Erma Clson advised that the metropolitan Council and State law clearly prohibits a cit~r from restricting the location of manufactured homes from any residential classification districts within its jurisdiction so long as those homes are in confor^n_ance with i-iinnesota Statutes and comply t~2th other applicable zoning ordinances. Chairman Stefanson and Don riead suggested that Carl Da1.e be advised to contact the City Attorney to write an amendment to the City ordinance regarding manufactu~°ed homes sand then incorporate the new ordinance into the zoning ordinance rewrite.
