PLANNING COMMISSION MEETING
AUGUST 8, 1983
The Planning Commission meeting was called to order at ?s35 P.M. by
Chairman Al Stefanson.
Stefanson, Nilsen, Wallin, Geistfeld and Olson. Also gresent was
Council Liaison Ciernia.
Mead, Chenoweth, Bourquin and Brown.
The July 11th Minutes were discussed. There being no corrections
or deletions, Harold Nilsen moved, seconded by Jerry Wallin, that
the July 11, 1983 Minutes be approved as presented. Motion carried
unanimously.
A variance request from Tom Ma3erus, 1.27 West Iowa, to construct a
garage one foot from the east lot line and to alley line on alley side
was presented. Mr. Art Ma3erus intents to construct a garage 2~,~x 2I~~
in size with his driveway facing west. Erma Olson moved, seconded by
Jerry Wallin, that the variance request be approved since it is in
conformity with the other garages in the Northome area. Motion carried
unanimously,
• Paul L. Baehr, 171tb Holton, requested a variance on the south side of
his property to place a driveway as close to his south property line
as possible. Mr. Baehr was not in attendance. Chairman Stefanson
reviewed the August 12, 1981 Council Minutes of action taken on Mr.
Baehr~s previous variance request since clear title could not be
established at that time. Erma Olson stated that a variance should
be granted only when hardship is demonstrated, which has not been shown.
Since Mr. Baehr was not in attendance, the variance request was deferred.
A request from B & J Floral, 1875 W. Larpenteur, to remove a shed and
move in a garage in the back of the greenhouse was discussed. No one
was in attendance. Erma Olson felt that the request could not be
considered at this time since B & J Floral does not hold actual title
to the property, The variance request should contain the name of the
purchaser of the property as well as the title holder. Jerry Wallin
agreed and felt the matter should be referred to the City Attorney
for clarification. Harold Nilsen felt the screening issue (some type
of fencing) should also be addressed. Councilmember Ciernia concurred
and will raise the issues at the next Council meeting.
John Uban of Dahlgren Associates reviewed the current status of the
Larpentsur/Spelling area. He presented aerial photographs of the entire
area as well as enlargements of the immediate area. Preliminary
data gathered indicated: (1) the area is surrounded by a lot of open
space, which indicates a small population per acre; (2) Como Park
has been working to revitalize its area but the park does not create
other uses and the University of Minnesota and the State Fairgrounds
are seasonal uses; (3) The area has a lot of competition with Rosedale
and Har Mar; and (lt) the area does not have good vehicular and pedestrian

access. In his initial preliminary analysis he felt that the area
was not the best location for another neighborhood shopping center;
that a second story office complex had good potential; and that a
strong theme or image was needed. In the next couple of weeks he
plans to continue meeting with the Citizens Development Committee
as we11 as survey the present businesses in the area. He wi11
present his final analysis upon completion. Chairman Stefanson inquired
whether Federal money was available in the form of grants and Mr. Uban
indicated that was a possibility if the grant request were correctly
written. Money for development could also be explored through the
state of Minnesota. Erma Olson asked if the land were suited for a
motel to which Mr. Uban replied that he did not feel confident that
a market e~cisted at this time.
Phil Saari from the North Suburban Developmental Achievement Center, CONDITIONAL
Inc. presented a brochure containing information on the Developmental USE, NORTH
Achievement Center, Inc. including information on its programs, SUBtki,BAN
its enrollment (72 adults, 30 preschool children, staffing (ratio is DEyELOp~-
1-3 for preschool and 1-6 for adults) and its purpose. The North TAL ACHIED-
Suburban Development Achievement Center, Inc. has been in operation EMENT CENTER
since 1961 serving ten northwestern suburbs. After a discussion, Erma INC.
Olson moved, seconded by Harold Nilsen, that a conditional use be granted
with a stipulation that adequate supervision be provided while the
children were indoors as well as out-of -doors. Paul Borg, Superintendent
of the Roseville School District indicated that the DAC has been a good
tenant at the Lake Owasso School and the school district would continue
its three year lease (one year remained) or enter into another three year
lease. Mr. Saari indicated that August 31st is when their lease would
expire at Lake Owasso School and they have requested the fire, health
and safety, etc. inspections. After a discussion, a unanimious vote
was taken to approve the conditional use.

St. Marys to blacktop a 90 foot by 12-1/2 foot strip of grass on the HERMES,
boulevard ad3acent to Larpenteur Avenue near the Hermes Shopping Center. 1755 ST.
Erma Olson and Chairman Stefanson preferred the grassy area, which they MARYS
felt added to the overall composition of the shopping center. Council- R.ED
member Ciernia pointed out that since the area is being studied with
hopes of redevelopment, the matter should be deferred until spring.
Mr. and Mrs. Hermes were in agreement.
WORKSHOP
A workshop has been scheduled with Carl Dale for August 23rd at 7:00 P.M. 8/23/83
The Planning Commission was advised that Hewlett Packard had acquired ~T
title to the Hermes property so the property has been rezoned B-lA. PACKARD
Chairman Stefanson requested Carl Dale be advised of this rezoning so REZONING
that it could be inc~tded as part of the discussion at the workshop.

Erma Olson moved, seconded by Arsnette Geistfeld that the meeting be ADJOURNMENT
adjourned at 9:10 P.M. Motion carried unanimously.
