PLANNING COMMISSION MEETING
March 5, 198l~
Chairman A7 Stefanson called the Meeting of the Planning Commission to
order at 7:30 P.M.
Stefanson, Olson, Wallin, slack, Trent-Sullivan, Nilsen, and Grittner.
Also present was Council Liaison Chestovich.
Chairman Stefanson welcomed the new members Debra Trent-Sullivan and David
Black.
Harold Nilsen moved, seconded by Don Grittner, that the Minutes of
January ~, 198t~ be approved as presented. Motion carried unanimously.
Robert R. Eha, 1865 Simpson, presented a variance request to locate a
garage two feet from the property line. He presented a petition from
one neighbor not objecting to the placement of the garage and one
neighbor who voiced concern regarding the following: (1) drainage
into a culvert located at or near the property line, (2) effect on
insurance rates due to cbse proximity of the two garages, (3) space
between driveways £or snow reunoval, and (l~) the effect on the Northern
States power utility easement. After considerable discussion, Jerry
Wallin moved, seconded by Erma Olson, that action on the variance request
be postponed until the April Planning Commission meeting to allow the
applicant time to obtain additional information regarding property lines
and street right-of-ways so that the Planning Commission could make an
informed decision. Motion approval unanimously.
Chairman Stefanson informed the Planning Commission that a letter had
been received dated March 1 from Thomas R. Nutting, Independent
Consulting Services, Inc. indicating no further interest in construction
of housing for the elderly and handicapped on property located north
of City Hall (the Hawkins Estate).
After a discussion on how Bullseye Golf was proceeding with their plans
For construction on the northeast quadrant of Snelling/Larpenteur and
due to the fact that no new information has been received by the City
in the form of a request to appear before the Planning Commission or
the City Council, Jerry Wallin moved, seconded by firma Olson, that the
City Council adopt a Resolution that a developer seeking to use tax
increment financing on the northeast quadrant be contingent upon a
proposal for development by (specified date). Upon a vote
being taken, the Planning Commission voted unanimously in favor of the
motion. Harold Nilsen felt that any development proposal should allow
for pedestrian move:aent. Erma Olson suggested that the Metro Council
Local Planning Assistance be contacted, which would provide free planning
assistance for the northeast quadrant. David Lack advised that in
Phase II of the Citisens Advisory Committee a market study was to have
been prepared by the Dahlgren firm.

Chairman Stefanaon advised that the Uaiversity Housing project is getting
closer to coming before the Planning Commission with their plans for
retiree housing. He felt that it would be important- to re$one the
property to x-3.
Chairman Stefanson will contact the Clerk Administrator to set a date for
a workshop oa the Zoning Ordinance so that a public hearing could be
scheduled.
Erma Olson presented a brochure indicating a seminar is scheduled for
April 11, 1984 on Analysing the Development Proposal, which might be of
interest to Planning Commission Members.
Next meeting of the Planning Commission will be April 2, 1984.
Jerry Wallin moved, seconded by Erma Olson, that the Planning Commission
meeting be adjourned. Motion carried unanimously.
