HomeMy WebLinkAboutPCMin_85Dec2• • • MINUTES PLANNING COMMISSION MEETING DECEMBER 2, 1985 The Planning Commission meeting was called to order at 7:30 P.M. by Chairman Al Stefanson. Stefanson, Northrop, Finegan, Wallin, Black and Trent Sullivan. Also present was Council Liaison Hard. Grittner, Mead and Olson. Trent-Sullivan moved, seconded by Wallin, to approve the November ~+, 1985 Minutes as presented. Motion carried unanimously. George Hoff, Attorney representing Bullseye Golf, Inc. presented a conditional use request to use the lower level of 1557 West Larpenteur (Bullseye Golf) for a "Golf-O-Mat" operation. Golf-O-Mat is a recreational activity conducted solely during the winter months and involves hitting a golf ball into a screen for a simulated round of golf. There would be six Golf-O-Mats in the lower level of the building, with a four-player maximum per unit. Mr. Hoff indicated that he thoroughly reviewed the zoning ordinance and could not find anything contained therein that addressed a use of this nature. He informed the Planning Commission that Dennis Hunt of Bullseye Golf has had some financial setbacks and has closed some of his stores. The Golf-O-Mats that are to be located in Falcon Heights are from one of the stores that have been closed. He pointed out that a condition of the approval of the use is that the Golf-O-Mats would be in operation only until March 31st or until the other units of the Bullseye Plaza building were leased and occupied, whichever comes first. Mr. Hoff indicated that it is Mr. Hunt's hope that the Golf-O-Mats would generate more retail traffic for the tenants of his building as well as Embers. The Bullseye retail stores do not generate very much traffic during the winter months and, therefore, felt that use of the 2~+ spaces allocated to his business during the winter months would be under-utilized without the Golf-O-Mats. The useage of the Golf-O-Mats would be evening and week-end trade. could be made that this request would not be on-going each year to which WALLIN/ Mr. Hoff stated that he was unable to answer. Wallin also referred to HOFF the lack of cooperation by Bullseye with city staff with reference to inspections and the like. is not fully rented. Black requested clarification on the previous variance request granted referring to the fact that the basement were to be used for storage only to which Council Liaison Hard advised that there was nothing specific written in the variance request addressing the issue but discussions were certainly held on the issue. Wallin questioned whether any assurances PRESENT ABSENT NOVEMBER 4 MINUTES APPROVED CONDITIONAL USE REQUEST FOR BULLSEYE GOLF, 1557 WEST LARPENTEUR Finegan stated that since the conditional use request is for a temporary FINEGAN/ use, it puts it into a different light as well as the fact that the center BLACK/HARD Black moved, seconded by Finegan, to grant a temporary conditional use CONDITIONAL until March 31st of 1985 or until the Bullseye Plaza Building is fully USE GRANTED leased and occupied, whichever is first. Motion carried unanimously. • • MINUTES PLANNING COMMISSION MEETING DECEMBER 2, 1985 CONDITIONAL Wallin requested that Council Liaison Hard inform the Falcon Heights USE SHOULD City Council that it was his personal feeling that the conditional NOT BE use should not be granted until inspection procedures are in place. GRANTED BY Trent-Sullivan and Stefanson agreed. COUNCIL UNLESS Next Planning Commission meeting is January 6, 1985.
