REGULAR PLANNING COMMISSION
FEBRUARY 3, 1986
Acting Chairman Mead called the meeting to order at 7:30 P.M.
Mead, Finegan, Black, Trent-Sullivan, Daykin, Duncan and Boche. PRESENT
Also present was Council Liaison Hard.

Finegan moved, seconded by Duncan, to approve the January 13, 1986 Minutes JANUARY 13
as presented. Motion carried unanimously. MINUTES
APPROVED
A conditional use request was requested by John L. Murray, 1744 Arona
Avenue, to allow the use of the residence by his wife, Dr. Jane Murray. CONDITIONAL

Duncan expressed concern with a business in a residential area. It does
not add anything to the neighborhood (has no benefit, and felt that the DUNCAN
neighbors themselves were not particularly pleased.
Finegan personally felt that the 15/20 patients per week does not pose a FINEGAN
problem and approved of the general concept. His concern mainly centered
around the size of the signage and that no employees being hired.
Hard pointed out that Council will want to know what type of equipment HARD
will be installed, will the Fire Department have to be consulted and what
type of drug security is being proposed. Murray specifically stated that
they are not planning on having any prescription drugs.
Mead stated that delivery procedures will have to be monitored so no traffic MEAD
obstruction. He also advised that the signage as described in the Code
could not be more than two feet square.

Finegan moved, seconded by Boche, approval of the conditional use permit CONDITIONAL

Daykin did not approve of the concept in a residential neighborhood and DAYKIN
questioned what control the city would have in the case of increased patient
load.
Black approved of the motion as he felt the City could deal with the issues BLACK
involved, the type of structure and the location is not inappropriate
as long as recommendations made are met.

Boche questioned why Dr. Murray had not requested the conditional use for
herself and why she had not appeared to answer questions. He requested that BOCHE
she be in attendance at any future meetings on the conditional use.
Upon a vote being taken, the following voted in favor thereof: Boche,
Finegan, Black, and Mead, and the following voted against the same:
Duncan, Trent-Sullivan and Daykin. Motion carried.
The Planning Commission discussed and reviewed the January 17th letter from CITY
C. John Uban. Members found the language poorly written. Finegan requested, PLANNER
and the other Planning Commission members concurred, that the Planner be REQUESTED TO

The changes as proposed to the Zoning Amendments of the Municipal Code were
discussed and after a lengthy discussion as to the need for expansion
of permitted uses in the B-2 district and the removal of seasonal business
from the conditional use section, Boche moved, seconded by Trent-Sullivan,
to table the amendments until the next meeting.

Planning Commission meetings and felt he could not solely accept the
Chairmanship. After a discussion, Mead moved, seconded by Duncan, to
elect Black as Chair, Mead as Co-Chair and Finegan as Secretary. Motion
carried unanimously.

Finegan moved, seconded by Black to adjourn the meeting at 9:25 P.M.
