HomeMy WebLinkAboutPCMin_87Aug3MINUTES REGULAR PLANNING COMMISSION MEETING AUGUST 3, 1987 • The regular meeting of the Planning Commission was called to order at 7:30 P.M. by Chairman Black. Black, Boche, Daykin, Mead, Finegan, Grinner, Nestingen, Northrop, and Duncan. PRESENT Also present was Council Liaison Wallin. None. ABSENT Mead moved, seconded by Grittner, to approve the July 6, 1987 Minutes as presented. Motion carried unanimously. 7~6~87 MINTES Dean Schwalm, 1725 Asbury, presented his variance request to construct a nine APPROVED foot fence along the west property line and extend the rear of the garage. Mr. Schwalm indicated the need for a privacy fence to alleviate the Snelling Avenue noise and bothersome light reflected onto his property. His 105' lot is DEAN presently screened with a hedge and a fence, which is in need of repair. He SCHWALM, proposed installation of a solid cedar fence. Letters were presented from his 1725 neighbors indicating no objections. ASBURY. Mead indicated that a fence of this nature would increase the sound from Snelling Avenue for his neighbor at 1730 North Snelling and voiced his objection to the proposal. Duncan objected to the height to ~~hich Northrop agreed that the height was excessive. Black was concerned about the affect to the property and that it may be determintal to the Snelling Avenue residents. Wallin voiced concern • about whether a fence of this height could withstand the forces of wind. After further discussion, Grittner moved, seconded by Daykin, to approve the variance request for the construction of the garage addition but that it be limited to three feet from the west property line with the new construction following the current garage wall on the north. Upon a vote being taken, the following voted in favor thereof: Boche, Daykin, 1`4ead, Finegan, Black, Grittner and Nestingen,-and the following voted against the same: Duncan and Porthrop. Motion carried. Finegan then moved, seconded by Nestingen, to deny the portion of the variance dealing with the height of such fence and if such a fence is installed, it should follow the allowed six foot height as provided for in the Municipal Code. Motion carried unanimously. Denneth Dvergsten, 1717 Holton, requested a permitted accessory use to construct a 9 x 10 utility shed located five feet from both property lines. The shed will be shielded by his: own and neighbor's shrubbery. He presented letters from his neighbors voicing no objection. Boche moved, seconded by Finegan, to approve the permitted accessory use. Motion carried unanimously. Planning Commission members were given copies of the revised job description. • Finegan moved, seconded by Mead, to adjourn the meeting at 8:20 P.M.
