Black, Duncan, Barry, Finegan, Daykin, Carroll, Grittner and Boche. Council Liaison Wallin was also present. Nestingen. The conditional use request for establishment of a pool hall in a B-2 district APPROVED was moved down on the agenda due to the fact that no one was in attendance. PRESENT ABSENT Barry moved, seconded by Daykin, to approve the July 11, 1988, Planning Commission Minutes as presented. Motion carried unanimously. 7/11/88 MINUTES Helen Verbrugge, 1666 Coffman, presented the resident's request for a "one hour parking" zone on the east side of Coffman and issuance of resident parking permits. She advised that 1666 Coffman has 90+ units with 90 underground parking spaces and 53 above ground parking spaces for their residents. They are encountering University of Minnesota students parking all day on the east side of Coffman which is an area that the residents of 1666 Coffman desire to use as they live on the west side of the building and find parking on the street closer and more convenient for themselves, guests and family. Carroll advised that as a resident of the University Grove area she was of the opinion that the issue is more complex. She then advised that she had contacted the President of the Grove Association regarding a total review of the present parking practices in the Grove with the inclusion of the 1666 Coffman residents to develop a uniform parking scheme. Boche arrived at 7:45 P.M. Ted and Jean Watson, 1666 Coffman, advised that they have lived in the building for two years. Since there are only so many dedicated parking spaces for residents, they were of the opinion that if they were allowed to park on Coffman it would alleviate some parking problems. The area is more convenient for their guests and family. University of Minnesota students have caused the majority of the problems of not being able to park on Coffman during the school year and they should be made to use available parking on University property. PARKING REQUEST 1666 COFFMAN HELEN VERBRUGGE CARROLL BOCHE ARRIVES TED AND JEAN WATSON Carroll moved to table the issue until the next Planning Commission meeting and CARROLL if no action is taken by the Grove Association by the next meeting, the Commission should approve such parking request. Motion died for a lack of a second. Discussion then ensued as to whether to move ahead with the Coffman request or allow more time for the issue to be discussed with the Grove Association. BEULAH Beulah Hebbel, 1666 Coffman, informed that she was in favor of a parking permit HEBBEL PLANNING COMMISSION MEETING AUGUST 1, 1988 PAGE 2 • system, a total parking ban on Coffman would not be acceptable, University students should use University parking facilities and should be ticketed if found parking on Coffman once the request is approved. Carroll again requested that the item be postponed caith the understanding CARROLL that the Grove Association work with the Coffman residents with the critical timeframe in mind that the item be addressed with a formal statement by the next Planning Commission meeting. Barry was of the opinion that those working BARRY on the issue not address the specifics but instead be addressed by City Staff, Planner or Engineer. PARKING Finegan then moved, seconded by Boche, postponement for further consideration. 1666 COFFMAP Motion carried unanimously. POSTPONED Black directed City Staff to look at parking requirements for the Grove area, BLACK University system and City of_ St. Paul and determine how the best of all the requirements used by these areas could be adopted for this area of Falcon Heights as well as all other areas of Falcon Heights. Boche agreed that the issue needs to be addressed in a broader sense. The conditional use request was again considered with the applicants not being present. Barry moved that the conditional use be denied because the applicant was not present. ?Ztion died for lack of second. Daykin then moved to direct staff to specifically notify the applicant that his request will be considered at the September Planning Commission meeting. Motion died for lack of second and no action was taken. Carroll moved, seconded by Duncan, to increase the amount for the Planning Commission's attendance for travel, conferences and schools to $1,000 for the 1989 budget. Motion carried unanimously. CONDITIONAL USE REQUEST FOR A POOL HALL NORTHOME SHOPPING CENTER 1989 BUDGET Planner Dwinell reviewed his July 20, 1988 letter on planning review methods. Boche indicated frustration on lack of staff input and a request that this be PLANNER communicated to the City Council. There is a need for basic staffing input DWINELL at Planning Commission meetings. Black and Daykin agreed that background information is lacking. Black asked if staff should make recommendations to which Duncan replied that the Planning Commission should make its own recommendations but staff should BLACK provide the framework. Boche was of_ the opinion that staff should provide BOCHE alternatives. Dwinell then reviewed the Procedure Manual for the Planning Process and Review DWINELL of Residential Setbacks. Planning Commission members reviewed the documents and offered suggestions. Written comments should be submitted to Dwinell. He then briefly reviewed his July 26th memorandum and asked for comments. The Planning Commission will consider at its next meeting the public hearing • process (proposed to be handled by Planning Commission members) and variance issues. PLANNING COMMISSION tiEETING • AUGUST 1, 1988 PAGE 3 Dwinell asked if the housekeeping changes to the zoning code should also be DWINELL reviewed at the next meeting but members felt the previous two issues mentioned should be the only ones addressed at the next meeting in addition to the regular agenda items.
