They plan to remodel the Shell Service Station into adry-cleaning establishment (but not enlarge it). Shell has a six year lease and will reopen if the lease is not taken off their hands. ~Ihite Diversified rill be a lessee. They operate a clean service. There is no odor to their discharge into the atmoap~here, although 1t is a toxic poison if in large amounts. Their stack rill be 15' off the roof. They will employ 3 - 5 employees. There will be no trucks, and only three cars will be parked there. Boyd showed his plans for a buy-lding with 24 two-bedroom and 12 one-bedroom units. His lot. is 67,600 square feet, and hence he has an overage of 1600 square feet of land for the size building he is planning, His design allows fora 75' by 75' play area, which may later be used for a swimming pool. The roof plan shows a roof which is 27' from grade to roof. The fire walls extend an additional '-'~ 2'. There is an elevator shaft which extends 4' above the roof (31' in an 8' by 8' area). The apartment building is in the French Provincial desi gn. There is_a - double wall construction between the apartments, and each apartaent has a balco~. ~-,~~ There is a 35' set back from Larpenteur Avenue for the building, but the balconies but out 5' from the building. F The plans showed 27 garages of 10' width, and 38 parking spaces at 9' width. The ~> Planning Commission pointed out that parking spaces must be 1©' wide. There is still apace for 34 spaces at 10' width, and hence the miniaum number of spaces can :: be obtained. 1DTIONt Blomberg moved, seconded by Libby that the Planning Commission recommend to the Tillage Council that the conditional use permit to build an apartaent in a H1 ~ zone be granted, provided that the garages and parking spaces are re-designed to meet the code requirements o!' 10' in width. It is further recommended that the grade level on the east aide of the lot not exceed in height that of the lot adjacent which belongs to Yando. The Planning Commission also recommends that the Village Council grant the request for a variance for the aide set-back on the east side of the lot iron the required 15' to 10'. It ie also recommended that the variance on roof elevation be granted to a maximum of 31' for the elevator shaft area which 8' by 8' (Ordinance 64, sec. 8.4(1) provides that no structure shall exoeed 30~ in height.) 5. ~[r. Black said that lb:. Owens of 1914 Holton had built a 6' fence about 17' to 18~ trot the street along Roselawn, which is his aide yard. The ordinance says that ,~~ fences should be 30' from the street, however, Yr. Owens' Pence is the same set-back ,~-.~~ ~-e- as another fence further np Roselawn. Also the lots along Roselawn are not standard width for corner lots. The Commission decided to take no action on this matter as it was not formally re- ferred to them, ' 6, .There was some discussion about holding a special Planning Commission meeting to discuss up-grading the ordinance and putting teeth in it. Everyone felt the Village Engineer should attend such a meeting.
