Members present: Mayor Lindstrom, Council members Kuettel, Long, Harris, and Mercer-Taylor, and Administrator Miller

Proposed 2010-2012 Police Contract Discussion
Administrator Miller presented the proposed contract and discussed the key elements and/or changes from the previous contract. The council asked staff to get clarification on the following
items:
Pursue language allowing a reduction in the contract if health insurance benefits are below the 16% threshold
Ask for a detailed history of the contingency/emergency line item
Seek language allowing the city to keep a portion of any confiscated drug money
Miller stated he plans to bring the contract to the council for final approval on April 22nd.
Streetlight Utility Discussion
Miller introduced the concept of a streetlight utility, which was initially discussed during 2009 budget revision meetings. Miller stated that a rate structure of $2.50/month for residential
and $8.00/commercial would provide enough funding for electricity, maintenance, and a small balance to pay for future repairs. The council was generally supportive of the idea, but
asked for a revised rate structure to be presented that had a lower rate for residential customers.
The workshop concluded at 8:05 p.m.
