Members present: Mayor Lindstrom, Council members Harris, Kuettel, Long, and Mercer-Taylor, Administrator Miller, Assistant City Administrator/Deputy Clerk Kreuser, SFR engineer Mike
McGarvey.
McGarvey began the item by explaining the four-month process including 1: Stakeholder meetings; 2: Breakfast meeting with business owners; 3: Advisory committee; and 4: Open House with
initial concept for public viewing. He added there were three distinct segments to the Larpenteur Avenue corridor: Agricultural, Commercial/Apartments, and High-Density Residential.
He said the city and SRF is charged with the task of linking those three segments together, while making it inviting to pedestrians, bikes and traffic.
The challenges were outlined as:
Rights-of-way
Linking the segments of the corridor
Major intersections, making them ped-friendly
Mayor Lindstrom said he wanted to get the advisory committee going quickly, but instructed McGarvey to begin talks with business owners and the U.
The council outlined the following goals of the project:
Create city identity
Make the crosswalks safer, perhaps painting them to make them more prominent
Integrate the green and yellow signs
Avoid monumental hardscapes and instead soften the corridor
Soften the medians, which range from width of two feet to 12 feet with banner poles and plants.
Introduce color with plantings, perhaps topiaries, lilacs, like seen along 35E near W 7th Street.
The workshop adjourned at 8:30 p.m.
