Members present: Mayor Lindstrom, Council members Kuettel, Long, Harris, and Mercer-Taylor, Administrator Miller, Finance Director Olson, Parks and Public Works Director Pittman, Fire
Chief Kurhajetz, and Assistant City Administrator/Deputy Clerk Kreuser.
Proposed 2009 Capital, Debt, and Special Revenue Budgets; General Fund Levy Discussion:
Administrator Miller said the capital funds were being depleted faster than they were being replenished. In the past, conduit financing and transfers had kept the reserves healthy.
The council went through each departmental CIP (Capital Improvement Plan), and were able to ask questions of staff on certain line items. Discussed at length were a fire department
utility vehicle in the public safety CIP, and public works equipment such as a new tractor/mower and a bobcat from the parks/recreation/public facilities CIP.
The council also discussed infrastructure improvements, such as the city hall parking lot, slated for reconstruction in 2009. Miller explained the city would do everything it could
to secure a great deal of funding through the watershed district. The remaining balance would be paid out of the infrastructure account.
The council discussed a special levy option, which would secure an additional $96,129 for Falcon Heights, but as Miller explained, would keep the levy at the same rate as in 2008 for
a 0% increase. Other options included increasing the levy for an additional $124,000 in special-levied funds or reducing the special levy to another amount. The most attractive option
to the council was keeping the levy flat.
The workshop concluded at 8:15 p.m. Miller said the council would discuss social/senior services and the block nurse program at its next workshop along with the 2009 enterprise fund
budgets.
