Larpenteur Avenue Streetscape Update
Miller began by reviewing the background of this project and outlining the financing that was available, mainly tax increment that was remaining from existing TIF districts. McGarvey
then proceeded through the draft plans and updated the council on design features such as median plantings, crosswalk enhancements, and safety improvements. The council asked questions
as to irrigation, plantings, ongoing maintenance needs, and timelines. They also requested larger plan sets which staff agreed to provide. McGarvey and Miller stated that a more detailed
set of plans will be presented to the council later in the fall/winter.
2010 General Fund Budget
Miller began by reviewing the staff report which outlined the basis for the draft 2010 budget. Each individual budget was reviewed and major changes were explained. Staff answered
councilmembers questions and asked for guidance in how to proceed. Council gave direction to present a revised budget at the September workshop that included a levy increase of around
5%. They also asked for impacts of various staffing options and the impacts of various levy increases on residential properties.
The workshop concluded at 8:45 p.m.
