September 2, 2009
Members present: Mayor Lindstrom, Council members Long, Harris, Kuettel and Mercer-
Taylor
Others present: Administrator Justin Miller; Finance Director Roland Olson;
Neighborhood Commission Co-Chairs Robert Thompson and Melanie Leehy
Neighborhood Commission Discussion
Miller began by explaining the difficulty in recruiting members to the commission and the apparent lack of focus for the commission. Thompson and Leehy then gave some background on
the commission, it’s recent projects, and where they would like to see the commission go in the future. The relationship between the CERT program and the commission was also discussed,
with a feeling that there needs to be more communication between the two groups. Council also expressed an interest in the commission sponsoring city-wide programs, such as crime prevention
and sustainability conferences in collaboration with other city commissions. Miller agreed to set up a meeting with the commission co-chairs, council liaisons, and CERT leadership to
develop an action plan for the coming year.
2010 General Fund Budget
Miller began by reviewing the staff report which outlined the basis for the draft 2010 budget as well as the detailed spreadsheet outlining the impact of various levy decisions on a
median valued home. The council explored the pros and cons of each scenario and asked questions about fiscal disparities, debt levies, transfers from various enterprise funds, and individual
departmental budgets. Based on the comments provided, staff agreed to bring back a formal recommendation to the September 9th city council meeting for the required preliminary levy
setting.
The workshop concluded at 8:10 p.m.
Respectfully submitted,
Justin Miller
City Administrator
