Administrator Justin Miller; Mike McGarvey – SRF Consulting Larpenteur Avenue Streetscape Update Miller and McGarvey presented the latest draft plans for the Larpenteur streetscape project.
Miller stated that the project was basically split into three parts: boulevard plantings, median plantings, and sidewalk/intersection improvements. McGarvey explained that Ramsey County
would not allow colored concrete in the street due to maintenance concerns, so the emphasis was placed on sidewalks next to key intersections. The council reviewed the draft plant and
tree varieties and commented on their preferences. No major concerns were expressed, and SRF will come back to the council in coming months with final plans. Tobacco Violation Ordinance
Amendment Discussion Miller presented a draft version of a code amendment for violations to th?e city’s tobacco ordinances. The draft proposal called for increasing penalties of $250,
$500, $1000, and license revocation. After discussion, the council directed staff to consult with legal counsel about a penalty structure of $500 for the first violation, $750 and a
five day suspension for the second violation, and revocation for the third violation. Staff will speak with legal counsel and bring a new ordinance to the council at a future meeting.
